Duties
Reviews and evaluates all elements of the Command-wide Property and Plant Clearance program for complex decisions.
Interpret new and revised regulations, policies, and other releases, and applies this information to develop new procedures and techniques.
Oversee and provide instruction, training, mentoring and policy guidance to all Command and CMO personnel.
Perform human capital supervisory functions for team personnel as well as providing advice, counsel, or instruction to employees on both work and administrative matters.
Provides technical assistance to contractors, buying commands, and DCMA personnel on all property administration matters.
Plans, organizes, and conducts reviews of property administration functions and guides reviews and analysis.
Requirements
- Must be a U.S. citizen
- Security Requirements: Special Sensitive requiring incumbent to obtain a Top Secret, Sensitive Compartmented Information (SCI) security access
- Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.
- Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.

Qualifications
To qualify for a Supervisory Industrial Property Management Specialist position your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify for the NH-04 level (GS-14 equivalent), specialized experience must be at the NH-03, GS-13, or equivalent under other pay systems in the Federal service, military, or private sector. Creditable specialized experience includes:
Experience in property administration, and/or plant clearance, and operational functions as it applies to a wide variety of contract types and contractors.
Experience interpreting regulations and policies to implement and improve processes and procedures for property and plant clearance programs.
Experience making complex evaluation decisions regarding property administration strategy and program and technical processes.
Experience managing diverse teams and personnel by providing assistance, guidance, training and instruction.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
