The Captain James A. Lovell Federal Health Care Center (FHCC) is seeking a Nursing Informatics (NI) Registered Nurse (RN) for Nursing Services. This position is assigned to the Office of Chief Nurse Executive in North Chicago, IL

The Nursing Informatics is a professional registered nurse, qualified by education and experience to utilizes comprehensive knowledge of information technology to coordinate and facilitate the implementation of a wide variety of information technologies in support of clinical programs throughout the campus concentrating but not limited to Orders Portability for Consults and Inter-Agency Electronic Health Record (iEHR).
The NI RN executes position responsibilities that demonstrate leadership, experience, and creative approaches in the ability to work effectively with others, initiate and lead interdisciplinary groups, and facilitate accomplishments in the development and implementation of informatics programs and supports to improve the delivery of patient care. The Nurse Informaticist will provide clinical informatics support to the facility staff (both East and West campuses). The NI RN supports and assists the ACME Clinical-Chief Medical Informatics Officer or designee that serves as the principal liaison between the Information Technology Department (ITD) for Veterans Health Information Systems and Technology Architecture (VISTA)/Computerized Patient Record System (CPRS)/Armed Forces Health Longitudinal Technology Application (AHLTA) composite Health Care System (CHCS) and iEHR clinical staff.
Major Duties and Responsibilities
Demonstrates and maintains core and position specific competencies.
Contributes to the establishment and implementation of evidenced-based nursing standards of practice.
Independently collects, reviews, and analyzes data through analysis of aggregate data. Reports the status of aggregated data and trends noted to appropriate staff.
Provides clinical nursing representation for all orders portability and iEHR capabilities. Documents and communicates outcomes and trends.
Chair, Consults Oversight Committee; monitor Consult Menu maintenance, Consult Order Menu Maintenance & Quick Orders for Consults, Consult reports as required, and monitor and correct consult errors.
Clinical Domain:
Serves as the local SME (Subject Matter Expert) for consults orders portability and iEHR matter, as well as represent nursing for all other orders portability capabilities.
Maintains open and effective communication with all disciplines to identify needs, concerns and recommendations regarding VISTA/CPRS/AHLTA/CHCS/iEHR computer software/hardware concentrating but not limited to Orders Portability for Consults.
Acts as a consultant in the application of information technology to clinical practice.
Analyzes user areas to determine procedural problems and VISTA/CPRS/AHLTA/CHCS and iEHR deficiencies; seeks resolutions, follows through with implementation and evaluates in terms of improved patient care.
Incorporates significant data from a variety of sources in identifying problems/issues in CPRS/CHCS/AHLTA iEHR.
Administrative/Professional:
Contributes to the development and implementation of facility and VISN/BUMED goals and program plans.
Collaborates with counterparts in the Department of Veterans Affairs/Bureau of Medicine and Surgery/health care community on application of the advancing quality of VISTA/CPRS/AHLTA/CHCS/iEHR software for optimum delivery of patient care.
Accepts responsibility for coordination of VISTA/CPRS/AHLTA/CHCS/iEHR duties for electronic medical record.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
Have at least a Baccalaureate Degree in Nursing (BSN) or an Associate Degree/Diploma in Nursing with a Baccalaureate Degree in a related
healthcare field (preferably Computer Science/ Informatics);
Have at least 2 years of increasingly complex RN nursing practice;
Be proficient in the written and spoken use of the English Language;
Have a demonstrated understanding in the use of clinical information systems, preferrable VISTA/CPRS/AHLTA/CHCS/iEHR;
Have demonstrated understanding of Consults Orders Portability;
Have and maintain current certification in Basic Life Support (BLS).
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Physical Requirements: To perform in a fully successful manner, the individual must have the ability to demonstrate the following job-related functions: light lifting (under 15 pounds); light carrying (under 15 pounds); use of fingers; both hands required; walking (up to 2 hours); standing (up to 2 hours); and prolonged sitting (up to 4 hours). In addition, the following administrative skills are required: word processing, computer keyboard typing, computer screen viewing, answering/placing telephone calls, filing, and note taking. A health examination must be successfully completed prior to this assignment and periodically thereafter as required by the Occupational Health Clinic policy. There may be intermittent exposure to blood and body fluids.
