The Supervisory Security Specialists - Deputy Chief of Police is with the Police Service at the Jonathan M. Wainwright Memorial VA Medical Center in Walla Walla WA. This is a full-time position at 40 hours per week.

Duties

The Supervisory Security Specialist position is directed to accomplish managerial responsibilities and interface them with staff responsibilities in a highly visible manner. The position performs a variety of duties in an extremely complex Medical Center or Health Care System, which is constantly evolving. Other duties include: Observes, evaluates and prepares reports on the performance of department personnel. Develops programs to alter the behavior of employees whose work performance is below acceptable standards. Plans, assigns and explains work requirements to subordinate supervisors for new or changed programs and the functions, goals, processes, skills, and needs. Develops solutions to continuing problems in the quality of work and operating effectiveness ,and takes or recommends necessary corrective actions. Resolves technical work problems not covered by precedents or established policies. Hears grievances and serious employee complaints to resolve or recommend solutions; and reviews serious disciplinary cases involving Police Service employees and recommends appropriate actions to higher level management. Approves, modifies or rejects career development plans, training requests, employee utilization proposals, and similar matters; deals with union officials and others on matters involving collective bargaining members. Submits reports to justify increases in department personnel to the executive leadership team and/or resource board/committee. Evaluates resumes of prospective candidates to determine qualifications; and chairs/conducts performance-based interviews to assist in selecting appropriate candidates. Adjusts service workload, schedules and assignments to meet emergency conditions or situations. Engages in a process to review the assumptions and limitations of technology, including welcoming Veterans and staff input early and often throughout the evaluation process. Ensures physical security and vulnerability assessments are completed as required with a focus on mitigation of risk, compliance, and improving overall facility safety and security processes. Conducts or provides assistance in physical security surveys and vulnerability assessments on schedules set-forth by VA. Assists in analyzing findings to determine weaknesses, prioritizes vulnerabilities and determines necessary courses of action to mitigate risk. Work Schedule: Shift work, 8, 10, 12 Hours as needs of the service. Position Description Title/PD#: Supervisory Security Specialist - Deputy Chief of Police/PD99955S Physical Requirements: The position is required to exert considerable and strenuous physical effort on a regular basis while performing the functions of the position. These functions are normally performed while the position conducts security surveys and inspections, which require crawling in unusually confined building areas. May be called upon to defend themselves and members of staff, patients or the public against physical attack and may be required to exercise deadly force if necessary. Requirements of the position include maintaining firearms qualifications, climbing flights of stairs, carrying heavy equipment/patients during emergencies, running, bending, stooping, physical restraint of aggressive persons, being subjected to assaults by persons evading arrest. Inspections and audits of security systems, constructions sites, and full searches require the performance of duties in a variety of inclement weather conditions walking, crawling in wooded or over-grown field conditions in all elements of seasonal weather. Work Conditions: The work is primarily performed in an office-like setting. However, there is the potential for dangerous situations to occur at VA installations to include physical assaults, assaults involving various hidden and open weapons, including firearms, knives, clubs, etc. Without knowledge of the medical history of persons, the position is responsible for physically interacting with aggressive persons. In addition, there can be exposure to moderate discomfort and unpleasantness during adverse weather conditions.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of closing date of this announcement. For a GS12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying in-depth operational knowledge of security programs, laws and regulations by interpreting existing and new policy issuances and recommending local policy to provide a safe and secure environment. Exercising skills in consolidating, evaluating, and analyzing a wide variety of facts, situations, and initiatives to develop responses to security needs. Assisting the Agency with security and law enforcement matters and local policy development. Employing broad knowledge of emergency procedures, the ability to plan for and accommodate multi-layered security considerations due to new construction and skill to identify vulnerabilities to take corrective action. Advising the Chief and facility management on improvements and additions to existing systems or the acquisition of new security systems. Resolving conflicts, interpreting, and applying policies, and exercising judgment in planning and carrying out assignments. NOTE: Experience must be fully documented on your resume and must include job title, GS level (if a federal position), duties, month & year starting and ending dates AND hours worked per week. FIREARM QUALIFICATION REQUIREMENT: VA Police Officers are required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification/certification with the agency-approved firearms as condition of gaining and continuing employment as a Police Officer. Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended (18 U.S.C. 922(g)(9). DRIVER'S LICENSE REQUIREMENT: This position requires a current, valid, state-issued driver's license. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
