You will serve as a Property Disposal Specialist, Operating Materials and Supplies (OM&S) disposal support and is assigned to the Naval Seal Logistics Center (NSLC), Mechanicsburg, PA with a duty station at NUWC Division Keyport and is located in Keyport, WA (NAVSEALOGCENKYPTDIVNUWC MECH PA).

Duties

You will ensure proper distribution of excess property/material within the guidelines of the property disposal program within Department of Defense (DoD). Includes administrative, managerial, and technical work required to redistribute, donate, sell, destroy, and promote the use of excess and surplus property. You will be the central information point regarding utilization, redistribution, and turn-in procedures. You will prepare and screen documentation to ensure compliance with Financial Improvement and Audit Readiness (FIAR) guidance and reutilization turn in procedures. You will engage a wide range of individuals and audiences, orally and in writing, on matters of functional, technical, and administrative nature in both structured and unstructured situations. You will be required to utilize scheduling and office technology such as Microsoft Office and Electronic Turn In Documents (eTIDs). You will develop and review standard operating procedure guides and processes for customers and internal staff and management review. You will screen, identify, and classify material to the proper nomenclature, demilitarization, condition, and classification codes. You will need to utilize your technical knowledge in the care, handling, and storage of these items prior to disposal action. You will coordinate with the local shipping office and Defense Reutilization Management Office (DRMO) to arrange for transportation and turn-in of items You will load and unload material from trucks and other conveyances, and move material throughout warehouse, disposal yard and pier areas. You will independently operate Material Handling Equipment (MHE) rated up to 20,000 lbs in performance of this work. You will conduct daily safety checks for proper operation of safety features and document any deficiencies for corrective action when operating MHE. You will utilize appropriate MHE for handling of material and take action to ensure that material is properly secured to pallets and protected from exposure to the elements.

  • You will be required to obtain Drivers license/Material Handling Equipment (MHE) and forklift within 90 days and maintain thereafter
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • The work will require the incumbent to be exposed to both enclosed and exposed warehousing operations and its associated discomforts such as noises, temperature variations and the active movement of material handling equipment.
  • The work is performed in a warehouse office and outside laydown area or similar setting involving everyday risks or discomforts that require normal safety precautions.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Coordinating and tracking the disposal and movement of property/material to shipping office and Defense Reutilization Management Office (DRMO). Examples of qualifying experience: Reviewing documentation declaring recycled material for completeness and accuracy; Interpreting and applying disposal policies and procedures for surplus or excess materials; advising on the proper handling and storage of scrap material to prevent loss, damage, or injury. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Successful completion of a master's degree.
or
Successful completion of two full years of progressively higher level graduate education leading to a master's degree.
or
Successful completion of a LL.B. or J.D. that is related to the position being filled.
or
A combination of experience and graduate education as described above that equates to one year of experience.
