The position is at the full performance level located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the VA Los Angeles Medical Center. The primary purpose of this position serves as the Administrative Specialist for the Pharmacy Service. This position the incumbent reports and supports the Chief of Pharmacy in analyzing, evaluating, and developing or finding solutions and process improvements for all areas of the pharmacy service.

Duties

Duties may include but are not limited to: This position will analyze and evaluate the effectiveness of program operations in meeting the established goals and objectives of the Pharmacy Service. Reviews, analyzes, and evaluates such areas as proposed changes in mission, operating procedures and delegations of authority affecting program operations. For Pharmacy inpatient and outpatient settings, develops reporting procedures, sampling techniques, and measurements at various points in the transaction process or business cycle to identify problem areas or inherent weaknesses in work processes, procedures, information systems and content. For example, this position will analyze medication orders from requested date and time to actual availability for pick up or delivery, this will also ensure Encounter Action Required Report (EARR) for review of staff utilization purposes in inpatient and outpatient pharmacy settings, and the start and stop of medication availability via automated dispensing cabinets, to improve the overall efficiency. This position will develop indicators to provide objective evidence on the effectiveness of quality procedures and controls within pharmacy programs and operations. Performs in depth analysis of stable work processes or service delivery practices to identify reasonable and efficient quality measurements tailored to specific objectives when directed. Monitors quality program implementation and indicators designed to prevent erroneous transactions and ineffective work practices and to verify adherence to quality plans and requirements, such as tracking the entry of documentation by pharmacy trainees for timeliness and completion. Investigates and analyzes adverse quality trends or conditions and initiates corrective action. Assists technical managers and staff in developing process solutions. For example, monitors and tracks all controlled substance discrepancies and maintains a log for improvement measures and will report discrepancies to the Chief of Pharmacy. Within Pharmacy Service, the incumbent will develop programs to ensure that quality provisions are proactively planned for in advance, if necessary the incumbent will develop and implement means to identify, prevent, and correct unsatisfactory conditions and elements that are found to which influence the regulatory correctness and responsiveness of transactions and services within Pharmacy; such as conducting compliance audits of trainee pharmacists, pharmacy technicians and staff pharmacists. Develops and/or maintains operations information records system for the VA Los Angeles Medical Center in Pharmacy service, including correspondence, reports, data used for decision-making purposes. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing a wide variety of administrative, management and coordinating duties aimed at improving the efficiency and productivity of the clinic; Planning and carrying out assignments, developing analytical methods and study procedures; provide data to be used by senior management and leadership for decision-making and process improvement in the service; Analyze and evaluate the efficiency and effectiveness of the multiple program operations; and adapting analytical techniques and evaluation criteria to the measurement and improvement of the Systems Redesign and clinical program effectiveness and overall organizational productivity. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (Transcripts must be submitted with your application). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond more than two years but less than three years of graduate education. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel to CBOCs, Network 22 Office, or Trainings/Conferences.
