This position is part of the Office of Environmental Management - Savannah River Operations Office, Department of Energy. As a Contract Specialist, you will execute any or all procurement phases of the acquisition process from procurement planning to final award and post-award administration of the resultant contracts.

Requirements
- Must be a U.S. Citizen or National.

- May be required to successfully complete a probationary period.
- This position requires attainment within 18 months (and maintenance thereafter) of a Federal Acquisition Certification in Contracting FAC-C (Professional).
- This position is included in the Department of Energy's Acquisition Career Management Program. The selectee will be required to meet specific certification requirements within a reasonable period of time from the date of placement in the position.
- This position requires the incumbent to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).
- This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
- This position is designated as Non-Critical Sensitive Moderate Risk and requires a security clearance at the "L" level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
- Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
- This position is not included in a Bargaining Unit.
- Occasional travel may be required.
Qualifications
BASIC REQUIREMENT: You must meet one of the following:
Completed a 4-year course of study leading to a bachelor's degree with a major in any field. TRANSCRIPTS REQUIRED. OR
Completed at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. TRANSCRIPTS REQUIRED. OR
You have held an 1102 series position in the federal government at or equivalent to the same grade as this position on January 1, 2000, and am excepted from this requirement. SF-50 OR EQUIVALENT REQUIRED.
In addition to meeting the Basic Requirement above, candidates must possess the specialized experience below:
SPECIALIZED EXPERIENCE REQUIREMENTS FOR THE GS-11: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
1. Prepare solicitation documents containing appropriate provisions, clauses, terms, and conditions; AND
2. Evaluate responses to solicitations for price reasonableness and compliance with terms and conditions; AND
3. Coordinate contract or financial assistance actions to ensure contract information and documentation is accurate, complete, and timely.
OR EDUCATION: 3 full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree.
OR COMBINATION OF EDUCATION AND EXPERIENCE: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.
SPECIALIZED EXPERIENCE REQUIREMENTS FOR THE GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
1. Evaluate responses to solicitations for price reasonableness, compliance with terms and conditions, and adequacy of competition; AND
2. Prepare and issue solicitations containing appropriate provisions, clauses, terms, and conditions that communicate the requirements; AND
3. Administer contracts to include contract scope determinations, contract modifications, supplemental agreements, justifications, approval reviews, fair opportunity evaluations, claims disputes, or contract terminations.
No education may be substituted for the GS-12 specialized experience.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
If substituting education for specialized experience you must submit proof of your qualifying education.
