The primary purpose of this position is perform duties as Deputy Disbursing Officer (ODO) for pay and collection, acting as liaison between base organizations and the Defense Finance and Accounting Service (DFAS) in regards to disbursement functions. Also perform duties involving review, verification, and examination of account~ and accounting data in the Central Disbursing System {CDS), Reserve Travel System (RTS). and Defense Travel System (DTS) as the Deputy Disbursing Officer.

Duties

Acts as Deputy Disbursing Officer, assuming financial responsibility and pecuniary liability for physical losses of funds as well as illegal, incorrect, improper and/or erroneous payments. Responsible for proper safeguarding of all government funds with which entrusted and is held pecuniary liable for the loss of such funds. Receives, reviews, and classifies complex transactions where guidelines lack specificity to requirements, circumstances, or problems and/or frequently change. Assists the certifying officer in auditing the accuracy, propriety, and validity of payments for a full variety of transactions which affect pay, leave, taxes, benefits, and other deductions; AND Assigns and directs disbursement duties/responsibilities; trains employees; reviews completed work. Provides customer service in person or by telephone, and completes correspondence (e.g., answers written inquiries, prepares letters to obtain missing information, etc.) related to civilian pay.

  • This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes In-depth knowledge of the financial operations, cash, and funding control principles. practices, and theories with an ability to interpret and apply a body of laws, regulations, directives, and instructions. Knowledge of cashier procedures for the protection of public funds and to identify incorrect procedures of administrative errorscausing unbalanced accounting records. Knowledge of the operation of the Centralized Disbursing system to ensure disbursement and collections are handled correctly. Knowledge of and ability to analyze the interrelationship of accounts that are affected by varied transactions to monitor accounts. Knowledge of accounting terminology and procedures to enter modifies, retrieve, correct, and delete information in a computerized accounting and general ledger system as well as to trace discrepancies and resolve problems. OR EDUCATION: Successfully completed one year of graduate level education in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Finance, Financial Management or Accounting. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of experience as described in the job opportunity announcement and education. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the proper safeguard of U.S. Treasury Funds and financial instruments; the U.S. Treasury codes. rules, regulations, fiduciary laws, banking practices and procedures and the Prompt Payment Act as it affects accounts and accounting quality review procedures. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organization. Knowledge of the accounting system sufficient to follow individual funds and specific monies from initiation through expenditure stages to trace discrepancies in the system and the ability to identify and analyze trends; AND Knowledge of financial and internal control methods, practices, procedures, regulations, policies, and processes and of safety and security regulations, practices, and procedures. Knowledge of account codes related to an automated accounting system and the requirements for processing transactions in an automated system. Skill in operating a calculator and utilizing a keyboard to access or locate information through the use of a personal computer or terminal; a qualified typist is not required. Ability to gather, assemble and analyze data to prepare financial reports; develop alternatives, and make recommendations to resolve financial problems. Ability to communicate effectively, both orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
