This position is part of the Office of Science - Consolidated Service Center, Department of Energy. As a Grants Management Specialist, you will be responsible for the development and issuance of funding opportunity announcements, evaluation of applications, and the negotiating, administering, and closing out the resultant awards.

- This position is included in a Bargaining Agreement at the Oak Ridge, TN and Lemont, IL location.
- At the GS-12 grade level, this position requires the incumbent to obtain a Certification in Financial Assistance (CFA) Level III within 24 months of hire date.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting 2 of the 3 of the following specialized experience statements:
Assisting with the preparation of all documentation required for Funding Opportunity Announcements for grants and cooperative agreements.
Interpreting regulations, policies and precedents governing the administration of assistance awards.
Negotiating and managing research and development grant/cooperative agreements from pre-award administration through close-out using seasoned judgement to offer solutions to problems encountered during the process.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
