This position is located at the Louis A. Johnson VAMC. The incumbent provides authoritative consultative services to management at all levels of the organization as it applies to quality management in a clinical laboratory setting. Maintains a laboratory performance improvement program and ensures monitoring of components and customer feedback. The incumbent must have knowledge of accrediting agencies and regulatory requirements.

Employees must have advanced knowledge of specialized and complex subject matter extending beyond the duties of test performance. They have wide latitude for exercising independent judgement. Duties/Tasks Serves as a recognized technical expert and provides authoritative consultative services to management at all levels of the organization Maintains competency in all areas of laboratory testing to include the Core Lab, Microbiology, Blood Bank, Phlebotomy and Point of care Testing (POCT). Performs general laboratory duties of a medical technologist and performs testing at the bench on a rotation schedule developed in coordination with the Pathology and Laboratory supervisors and approved by the Laboratory Manager. Serves as the Continuing Education & Competency Assessment Manager: Continuing Education: Manages continuing education compliance in the VA training program (i.e.) TMS for all Pathology and Laboratory staff in accordance with VA standards and ensures that current mandatory hours of continuing education, training modules and additional education hours required by facility are completed by assigned deadlines. Develops, conducts and/or coordinates continuing education events using formats approved by laboratory management (i.e., lunch & learn, vendor training, classroom, wet testing, etc.) for all Pathology an Laboratory staff and maintains records of training in accordance with JC and/or CAP requirements. The incumbent determines training objectives; develops curriculum and materials to accomplish objectives using a wide variety of training media to ensure effective training stays abreast of new developments and changes in the profession; and modifies and updates training materials, procedure manuals, and/or other information based on the most current source information. Competency Assessment: Responsible for maintaining, updating, and reviewing the competency assessment procedures and forms as defined in the JC and/or CAP Laboratory General Accreditation checklist Manages the competency assessment program for all Pathology and Laboratory staff in accordance with JC and/or CAP requirements. Coordinates assessment schedules for all staff with supervisors and ensures assessments are completed in accordance with JC and/or CAP requirements and by assigned deadlines. Notifies supervisors and management when delinquencies or unsatisfactory performance occurs. Implements corrective action and retraining in coordination with the department leads when warranted based on deficiencies, errors, or unsatisfactory performance. Maintains the records for all staff assessments in accordance with JC and/or CAP accreditation requirements Additional duties as assigned by the Laboratory Manger and/or Medical Director. Work Schedule: Monday-Friday with rotating weekends and holidays Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience. Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education and/or Experience Combination A bachelor's degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science or in a related science (e.g., laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.). AND Completion of a medical technology clinical practice program. Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education Programs (CAAHEP, formerly CAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post-baccalaureate certificate program or be integrated into a four year program of study that culminated in a baccalaureate degree. OR A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND Two years of post-certification clinical laboratory experience (e.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of Registry (ASCP-BOR) or American Medical Technologists (AMT). This experience must include performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. OR A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND Five years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. Certification. Candidates must have either (1) or (2) below: Candidates must currently possess the appropriate certification as a MT, MLS, or CLS given by the ASCP-BOC, ASCP-BOR, or AMT. For positions up to the full performance level, candidates must currently possess the categorical or specialist technologist level certification from the certification agencies listed above, such as, but not limited to, chemistry (C/SC), hematology (H/SH), microbiology (M/SM), molecular biology (MB/SMB) and blood bank (BB/SBB). Technologists with categorical or specialist certifications may only perform duties within the area of the laboratory specific to their categorical certification (e. g., an individual with a chemistry (C) certification can only perform duties in chemistry). Grade Determinations: GS-11 Must have 1 year of creditable experience equivalent to the full performance level (GS-9), which is directly related to the position to be filled. OR Must have 3 full years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree in medical technology or a directly related field. In addition to the experience or education, the candidate must demonstrate the following KSAs: Advanced knowledge and understanding of concepts, principles, methodology of medical laboratory technology, regulatory and accrediting agency requirements, medicolegal requirements and pertinent statistics sufficient to perform complex diagnostic tests. Skill to apply new scientific/technical developments and theories to laboratory testing. Advanced knowledge of instructional techniques to instruct newly hired technologists and clinical pathology residents in proper performance of tests and applications of the laboratory procedures. Ability to develop procedures for new tests and modify existing procedures and methods in order to resolve problems relative to complex and difficult situations. Advanced knowledge of a particular discipline or function with wide latitude for exercising sound independent judgment. Assignment: Laboratory Education Coordinator. Incumbents provide authoritative representation and interaction with cooperating or affiliated universities or colleges, resource organizations and state and federal officials in order to coordinate program goals, objectives and policies. They spend a significant amount of time administering clinical training programs for medical technology students, facility staff and others assigned for medical technology training. They design, teach and evaluate the training programs. These assignments occur at active affiliated VHA facilities or for VHA NAACLS Clinical Laboratory Programs. Individuals establish, negotiate and maintain affiliation agreements and schedule students for appropriate rotation. They also may serve on curriculum or admission committees of the affiliated colleges. They may coordinate formal in-service and continuing education programs for the laboratory staff, students and residents. Physical Requirements: The incumbent must be able to perform moderate lifting up to 35 lbs, straight pulling, pushing, reaching above the shoulder, use of fingers and both hands, walking, standing for up to 4 hours, kneeling, repeated bending, use of both arms and legs. Specific visual requirements include use of both eyes, depth perception, ability to distinguish colors and shades of colors, hearing (aids permitted), clear, high cognitive function and emotional stability; ability to read ordinary type without strain.
