The primary purpose of this position is to serve as Chief of Protocol for the 82d Wing Commander and to plan, manage, and execute the protocol program. Establishes all policies and procedures for protocol programs to include ceremonies, conferences, briefings, official and social functions, and high-level foreign and domestic visits.
Duties
Develops and implements protocol and procedural guidance for the 82d Wing Commander, Vice Commander, and other applicable personnel concerning proper protocol requirements for visiting dignitaries, military ceremonies, conferences, official meetings, briefings, etc.
Serves as protocol advisor to the 82d Wing Commander.
Personally performs or arranges to meet and greet high-ranking dignitaries upon their arrivals and accompanies them through various phases of their visit.
Manages the Wing Commander's Official Representation Funds and use of Non-appropriated Funds.
Exercises supervisory personnel management responsibilities.

- Travel and relocation expenses WILL NOT be paid.

- Required to work other than normal duty hours, to include evenings, weekends and/or holidays
- May be required to carry a pager, cell phone, or radio during on and off-duty hours.
- Work may occasionally require travel away from the normal duty station or military and/or commercial aircraft
- Performs duty in support of deployment, training, and other related tasks.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include: (1) implementing protocol policies/procedures for official and social functions such as conferences, Change of Command ceremonies, awards, retirements, funerals, and/or hosting Distinguished Visitors; (2) formulating budgets and managing expenditures within funding and program guidelines; (3) cultivating effective working relationships with organizational representatives, local government officials and/or community leaders/partners; (4) developing agendas, visit itineraries, and ensuring that billeting and transportation arrangements are accomplished.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, or LL.M., if related

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of concepts, principles, and practices of a protocol program.
2. Knowledge of the written and oral communication principles, methods, and techniques to conduct and coordinate protocol activities for a variety of organizations.
3. Knowledge and general understanding of Air Force, Major Command, and military traditions related to protocol.
4. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations.
5. Skill in working with people in attaining mutually positive ends.
6. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
