This position is in the Natural Resources Conservation Service (NRCS) Northeast Area Office in Marcy, NY. Position serves as a member of the State Leadership Team and participates in formulation of overall operations for the State. Responsible for managing field operations, associated programs, and budget formulation and execution for an assigned area of the state. Ensures equality of services to all customers. Position reports to the State Conservationist.

Duties

Manages field operations, associated programs, and budget formulation and execution for an assigned area of the state consisting of cropland, rangeland, pastureland, forestland, and urban areas. Identifies current and future problems in soil and water conservation and evaluates the effects of changing land use on water quality. Recommends strategies to implement soil, water, and related resource management plans to various sponsors and public agencies. Develops informational programs with conservation district supervisors to further the public's understanding of conservation programs and accelerate conservation practices. Supervises staff of Soil Scientists and Soil Conservationists to include providing leadership of program activities, making work assignments, evaluating performance, interviewing candidates and making selections, determines training needs.

Qualifications

Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. (You must submit transcripts.); OR Combination of Education and Experience: At least 30 semester hours in one or more of the disciplines as shown above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. (You must submit transcripts.) In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: To qualify at the GS-13 grade level, you must meet the following: Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service that included: Analyzing environmental impacts of water runoff and soil erosion to advise on conservation plans and alternatives; Managing financial resources and participating in formulating conservation priorities for a conservation program; Creating informational programs to educate the public on the importance of soil conservation and increase the application of conservation practices; Developing conservation plans to address agricultural concerns such as watershed structures, confined animal feeding operations, cropland pesticides, water quality, and topography; and Providing leadership or management to a team to include making work assignments and evaluating work performance and training needs.
