The primary purpose of this position is to serve as the J1 Administrative Officer and executive support administrator performing various administrative duties and executive support duties for USSTRATCOM J1 Director, Deputy Director, subordinate division chiefs, staff and the directorate in general.

Duties

Serves as Administrative Manager for the USSTRATCOM J1 Director, Deputy Director, division chiefs, subordinate staff and the organization in general. Prepares and reviews executive-level correspondence for J1 Director and other senior leaders. Extracts and records information pertinent to J1 Director-level issues and relays information to the senior leadership and staff members. Serves as the advisor on administrative programs and initiatives within USSTRATCOM J1 purview. Supports the J1 Ops & Integration Section in monitoring the effectiveness and status of J1 Director's programs and activities by reviewing program status documents; internal metrics and/or productivity reports; management indicators; inspections, staff assistance, and audit reports; and from visual observations and personal contacts with the staff and operating personnel. Administers various J1 Directorate personnel programs involving military, civilian, and contractor personnel. Tracks and monitors the completion of joint enlisted and officer performance reports, joint decorations, service medals, electronic Staff Summary Sheets, staff meeting slides, and J1 operating instructions.

  • This is a developmental position with known promotion potential to the target position. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes working military organizations and protocol to include coordinating administrative services for a Joint organization. OR EDUCATION: Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts. OR EDUCATION: I have a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, education must have been gained in a curriculum that is qualifying for the position to be filled. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience described in the job opportunity announcement; however, I have completed some graduate-level education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your transcripts. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Working major issues, program goals and objectives, work processes and administrative operations of the organization to include automated accounting system sufficient to input a range of standard information or adjustments, understand recurring error reports and take corrective action, and generate a variety of standard reports for travel. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-07 1. Knowledge of basic principles of the classified titled or related field. 2. Skill in communicating factual and procedural information clearly, orally and in writing. 3. Ability to learn basic techniques of the classified title. 4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. 5. Ability to plan and organize work and consult effectively with co-workers. GS-09 1. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends. 2. Knowledge of military organizations and protocol. 3. Skill in coordinating administrative services for a Joint organization. 4. Skill with various automated computerized programs and databases. 5. Ability to apply analytical and evaluative techniques to the identification, considerations, and resolution of issues or problems of a procedural or factual nature. 6. Ability to communicate effectively, orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.
