You will serve as a Public Affairs Specialist in the Commander Joint Region Command of COMMANDER NAVY REGION MARIANAS.

Duties
You will establish and maintain effective and cooperative working relationships with a wide variety of individuals.
You will speak to groups in explaining the organization's programs, objectives and policies.
You will have skills in interpreting and implementing Navy public affairs regulations, polices, procedures and directives.
You will have knowledge of local Guam and Micronesia region cultures.
You will establish and maintain effective liaison with local government, civic patriotic, veteran, fraternal and professional organizations on national, territorial and village level.
You will coordinate multiple activities and event with other area community relations officers, public affairs officials, other command points of contact and local community and business representatives.
You will draft speeches, remarks, articles and briefing material for the Commander, Deputy Commander, Chief of Staff, senior staff assistants and others appearing before public groups and briefing sessions.
Requirements

- Must be determined suitable for federal employment.

- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- This position requires evening and weekend work.
- The position often requires irregular hours.
- This is a bargaining unit position.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following duties: 1.) Arranging open houses, guided tours, groundbreaking, dedications and special briefings and disseminating public relations material; 2.) Designing, supervising, constructing and arranging displays; 3.) Establishing and maintaining effective liaison with local government, civil patriotic, veteran, fraternal and professional organizations; 4.) Using social media to distribute articles, photos, videos and informational products; AND 5.) Speaking to groups in explaining the organizations programs, objectives, and policies.

Education
The following can be substituted in order to meet the minimum qualification requirements of this position:
- Master's or equivalent graduate degree
or
- 2 full years of progressively higher level graduate education leading to such a degree
or
- LL.B. or J.D., if related
