This position is part of the Warfare Centers Personnel Demonstration Project. The ND-05 pay band encompasses positions equivalent to GS-14 and GS-15. The ND-04 pay band encompasses positions equivalent to GS-12 and GS-13. You will serve as an ENGINEER/SCIENTIST in the TECHNICAL PARTNERSHIP OFFICE of NAVUNSEAWARCENDIV NEWPORT RI.

Duties

You will function as the lead for the Technology Partnership Office and, as such, organizes plans, assigns, directs and provides technical oversight of new and ongoing work for the office. You will recommend potential partnerships and appropriate agreements needed to collaborate with industry and academia to position NUWCDIVNPT to sustain the Navy's superiority in USW technology. You will participate in identifying national and international technologies that can be leveraged to advance NUWCDIVNPT’s existing technology portfolio. You will inform NUWC's product lines about available business and intellectual opportunities to strengthen their technology base. You will oversee the technology intellectual property business base and associated technology licensing, and cooperative research programs. You will maintain a portfolio of NUWC’s scientific and technical capabilities and products in order to communicate these skills and assets to external organizations.

Qualifications

This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), a Computer Engineer (0854-series), an Electronics Engineer (0855-series), an Oceanographer (1360-series) or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. Education

Applicants must meet at least one of the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

• Professional Engineering Series (08XX) - Degree: A professional engineering degree from an ABET-accredited college or university; OR a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics; OR
• Professional Engineering Series (08XX) - Substitution of Education/Experience: A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. • 1360-Oceanography Series: Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences. OR combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
