This position is located at Sleeping Bear Dunes National Lakeshore in the Natural Resources Division.

Duties

This is a term position with the expected duration of the term appointment upon appointment greater than 1 year (e.g., not to exceed 13 months); and the agency has the option of extending the term appointment, up to a maximum of 10 years from the date of appointment. Such extensions are not guaranteed nor an employee entitlement. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action. DUTIES Designs, develops, maintains, and provides technical support for a comprehensive database management system for physical, biological, and environmental data. Analyzes user/program needs and develops data models and analysis workflows to meet the program's data management requirements. Writes data management plans, protocols, and training documents. Develops custom mobile device data collection solutions. Provides geographic information system (GIS) and global positioning system (GPS) support to Lakeshore staff across all divisions.

Qualifications

All qualifications must be met by the closing date of this announcement-02/13/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. Individual Occupational Requirements 0401: Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; or a combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. (Requirement for the GS-0401-11 Position) Individual Occupational Requirements 0408: Degree in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. (Requirement for the GS-0408-11 Position) AND To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one year of specialized experience comparable to the GS-09 level in the Federal service. Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience include but are not limited to: (1) Designing and developing business processes and workflows to ensure the long-term integrity of natural resource-related data sets, including data acquisition, data quality control, data analysis, and data dissemination; (2) experience using one or more of software environments R (The R Project for Statistical Computing), Python, Microsoft Access (Visual Basic for Applications), SQL (Structured Query Language Software), or other high-level programming environment used to store, access and analyze data; (3) Working with a variety of end users (e.g., managers, scientists, and field personnel) to provide technical support and training; (3) Preparing and maintaining workflow documentation and metadata for spatial and tabular data; (4) Collecting and managing geospatial natural resource data using GPS (global positioning system) and GIS (geographic information system) such as ArcGIS Pro ( geographic information system software) or ArcGIS Online (online geographic information system software) . You must include hours per week worked. -OR- EDUCATION: Possess 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree if it provided the knowledge, skills, and abilities necessary to do the work (Please reference the education requirements listed above for the 0401 and 0408 job series). You must include transcripts. -OR- Successful combination of education and experience: as described above. Only graduate education beyond the second full-time year can be credited. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. For example, 6 months of specialized experience (50% of experience required) plus completion of 45 semester hours of graduate education (50% of education requirement) would qualify an applicant for this position. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
