About the Position: U.S. Army Research Laboratory (ARL) is participating in an alternative personnel system known as the Laboratory Personnel Demonstration Project (DEMO). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. This position is a DJ-03 Category I position which encompasses GS-11, Step 1 to GS-12, Step 10.
Duties
Prepare material developed by others for publication, ensuring the material conveys what it was intended to say, is arranged logically, presents the facts to support the conclusions drawn, and is in accordance with agency policy.
Use desktop publishing hardware to draft, edit, and lay out material and sometimes to design, print, and distribute it.
Manage individual or serial publications from initial conception and content determination through distribution.
Coordinate the activities of other publishing personnel to meet established standards.
Apply a consistent set of style, grammar, and punctuation practices to publishing projects.
Research and analyze data, facts and information to complete the editing process for assigned projects.
Provide technical publishing advice to internal/external customers.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Three-year probationary period may be required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Editing and advising on proposed technical publications to ensure conformance to organizational publication metrics/policies; 2) using desktop publishing software (e.g., MS Word, Latex Adobe Acrobat, etc.), to edit technical documents and/or multimedia presentations; and 3) collaborating in developing/updating in-house style guides, templates, and/or standard operating procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (DJ-02 or GS-09 equivalency).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which includes a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), such as English, Literature, History, Communications, Journalism, Publishing, History, or other related field(s) of study, and at least one course above the introductory level in English, Literature, History, Communications, Journalism, Publishing, or other applicable field related to the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
