The primary purpose of this position is to manage, supervise, and direct all traffic management functions performed by the Traffic Management Flight, which is located organizationally within the Logistics Readiness Squadron. Exercises second level supervisory and managerial authorities. The flight is the single installation authority for planning, managing DoD cargo.

Duties

Plans, organizes, supervises, and oversees the activities and employees of the Traffic Management Flight. Plans and directs all cargo movement traffic management functions and passenger travel and personal property shipment and storage activities for the installation and DoD assigned area of operation. Directs the small air terminal cargo and passenger operations. Serves as the Wing Commander's focal point for orchestrating daily and long-range utilization of the air tem1inal to ensure accomplishment of assigned mission as well as maximum support for deployment operations. Responsibilities in readiness, mobility, and deployment operations include providing technical direction, and management and evaluation of the transportation, traffic management, and unit movement aspects of the DoD transportation movement program on a worldwide basis. Represents the Traffic Management Flight with a variety of installation and functional area organizations.

• The employee must be appointed as Transportation Officer or Traffic Management Officer by the Installation Commander as required by the Defense Transportation Regulation 4500.9R
• This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. (cont'd)
• (cont'd) Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status.
• This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
• "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Traffic Management, Series 2130. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of a wide range of traffic management principles, policies, practices, laws, regulations, techniques, and operations, to include those concerning economics of transportation; DoD transportation systems, commercial carrier operations and tariffs; hazardous, classified, extraordinary, and sensitive materials; and related areas such as storage, preservation, packaging, and US and foreign customs import/export requirements as these involve air, motor, rail, and water movements. Comprehensive knowledge of air terminal operations for passenger and cargo transportation including handling of such items as general supplies, pets, household goods, unaccompanied baggage, mobile homes, privately owned firearms/vehicles, human remains, perishables, outsized, and overweight items. Extensive knowledge of entitlements for passenger travel and shipment/storage of personal property for military members, civilian employees, and their dependents. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of traffic management principles, policies, practices, laws, regulations, techniques, and operations to include those concerning economics of transportation; commercial carrier operations and tariffs; hazardous, classified, extraordinary, and sensitive materials; and related areas such as storage, preservation, packaging, and US and foreign customs import/export requirements as these involve air, motor, rail, and water movements. Knowledge of air terminal operations for passenger and cargo transportation including handling of such items as general supplies, pets, household goods, unaccompanied baggage, mobile homes, privately owned firearms/vehicles, human remains, perishables, outsized, and overweight items. Knowledge of cargo and passenger deployment management functions and processes. Knowledge of safety and security regulations, practices, and procedures. Knowledge of a range of contracting procedures including development of statements of work, source selection plans, and proposal analysis reports for the procurement of passenger travel, cargo movement, and personal property movement/storage services. Skill in using interrelated computer systems; planning, organizing, and managing a substantial function; mentoring, motivating, and appraising staff through subordinate supervisors; and analyzing complex information to evaluate options and make appropriate decisions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
