This position is part of the Office of Environmental Management - Savannah River Operations Office, Department of Energy. As a Security Specialist, you will be serve as the Human Reliability Program Manager. You will administer the security and safety reliability program to ensure individuals who occupy positions are afforded access to certain materials, facilities, or programs to meet the highest standards of reliability and physical and mental suitability.
Duties
As a Security Specialist, you will:
Review, analyze, and assess proposed orders, plans and guidelines relative to the safeguards and security efforts to determine training needs and requirements and the impact on current or planned Department Of Energy (DOE) Operations.
Engage with field, Headquarters Program Offices, and other Government agencies by assisting with policy interpretation, advice, and guidance on the Department's safeguards and security policy.
Maintain knowledge and understanding of the operations, processes, mission, and safeguards and security conditions at all DOE facilities to determine the current posture of safeguards and security; identify the weaknesses and strengths in protection strategies; and provide consultation regarding physical security protection matters with Departmental elements and with other federal/state/tribal/international organizations.
Perform research and assists in preparing recommendations to improve the capability of the Safeguards and Security Policy in developing accurate threat assessments of malevolent activity directed against Departmental assets.
Assist in the development of safeguards and security topical training curriculum DOE-wide.

- This position is included in the Department of Energy's Technical Qualification Program (TQP).
- This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
- A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
- This position has been designated as Critical-sensitive and requires a security clearance at the Tier 5 level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Providing management oversight on security, medical, or psychological evaluation programs. AND
Conducting surveys and participating in audits to ensure compliance with standard requirements. AND
Implementing and monitoring policies, instructions, procedures, control systems, or methods for the organization.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
