About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-WDDD99 US ARMY SPECIAL OPERATIONS COMMAND.
Duties
Performs as a Senior Intelligence Analyst for geographical areas or highly specialized functional areas, solving difficult and complex analytical problems.
Utilizes multiple intelligence discipline practices and methodologies: SIGINT, HUMINT, GEOINT, IMINT, OSINT and all-source to satisfy Intelligence Operational needs.
Prepares and edits all-source intelligence and targeting products, such as: briefings, intelligence assessments, SOF feasibility assessments, intelligence estimates, and/or annexes to operational orders.
Assists in the development of organizational training programs, monitors and evaluates curriculum delivery and provides target-related briefings as required.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- Requires extensive temporary duty (TDY) travel on very short notice, to locations within the continental United States (CONUS) and outside the continental United States (OCONUS), up to 30% of the time.
- Subject to short notice recall. Must reside within normal commuting distance of the assigned installation (50 miles).
- Position requires duties to be performed under austere and potentially hazardous conditions during exercise and deployment operations. May be required to deploy into areas in which hostile action may occur.
- Specific training and immunization requirements as appropriate for outside the continental United States (OCONUS) deployments.
- Must be willing to undergo and successfully complete counter-intelligence scope polygraph with No Deception Indicated (NDI).
- This is an Emergency-Essential (E-E) position subject to deployment; E-E employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience with 1) collecting and processing all-source intelligence information 2.) reviewing policies and procedures of an intelligence security program; And 3.) providing guidance, support, and training with all-source intelligence activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

*This is an Emergency-Essential (E-E) position subject to deployment; E-E employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action. Anthrax inoculation program participation may be required to meet deployment requirements. This position is considered E-E in support of Army's mobilization and wartime mission during periods of increasing tension and mobilization. Position is considered E-E because (1) no qualified and immediate replacement exists; and (2) having it vacant would (a) impair the effective operation of essential military support systems, or (b) adversely impact the combat mission of deployed forces. Failure to remain in your position may result in separation for the efficiency of the Federal Services. E-E Civilians are required to sign a DOD Form 2365; the employee agrees that, as a requirement of the position, he/she will remain in the event of hostilities or mobilization until relieved by proper authority.
