Duties
Reviews and processes the full range of difficult and complex fluid mineral leasing adjudicative cases.
Performs independent adjudication actions in areas such as oil and gas, and geothermal resources.
Provides advice, assistance, and instructions in legal interpretation and other information on fluid mineral laws.
Conducts legal research, analyzes regulations, judicial decisions, Solicitor opinions and other decisions that impact fluid minerals.
Prepares decision documents and or notices such as those rejecting or accepting applications, or requesting additional information or curative actions.
Utilizes data systems and applications to collect, enter, manipulate, update, and maintain data according to prescribed Bureau and program standards.
Ensures data quality and integrity by adherence to quality control standards and procedures.
Exchange information/assemble data from different sources, to negotiate differences of application criteria with operators/users of public lands. May also provide interpretive guidance regulations and procedures for mineral applications and actions.
Requirements

At the GS-09 Level:
Specialized Experience: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: experience in adjudication or examination of applications & claims for the disposal, use of, or title to public lands, issuance of leases, licenses, or permits for land use.
-OR-
Education: You must possess a master's or equivalent degree; OR 2 full years (36 semester hours) of graduate level education leading to a master's degree or equivalent or LL.B or J.D., if related, in a directly related field such as surveying, cartography, land use law, real estate law, land appraising or land use planning.
-OR-
Combination of Education and Specialized Experience: You possess an equivalent combination of experience and education as described above.
At the GS-11 Level:
Specialized Experience: You must possess one (1) full year of specialized experience at or equivalent to the GS-9 level that is equivalent in difficulty and complexity as indicated by the following examples: processing applications, claims or requests for information regarding land records or the disposal of land; making determinations and judgments on complex and controversial issues.

Education: You must possess three (3) full years of graduate level education leading to a PH.D. degree or equivalent in a directly related field such as surveying, cartography, land use law, real estate law, land appraising or land use planning.

Combination of Education and Specialized Experience: You possess an equivalent combination of experience and education as described above.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: The work is primarily sedentary. Some walking and bending is involved when working with records and files.
Work Environment: The work is in a typical office setting.

Individual Occupational Requirements (IOR):
Education: Major study -- Land surveying, cartography, land use law, real estate law, land appraising, land use planning, water rights, mining laws, or legal instrument review and interpretation. For some positions, graduate study alone may not provide the knowledge, skills, and abilities needed to perform the work. Applicants for such positions may be required to have specialized experience at the appropriate grade level.
-OR-
Experience: Experience in or directly related to examination or adjudication of cases involving laws and regulations dealing with lands and resources. Examples of qualifying specialized experience include:
- Adjudication or examination of applications and claims for the disposal, use of, or title to public lands, issuance of leases, licenses, or permits for land or resources use, and resolving conflicts arising from use.
- General practice of law that included substantial involvement in examinations of titles or other legal transactions involving acquisition, lease, or disposal of land.
- Title searching, abstracting, or interpreting land records, survey plats, or tract indexes and books, provided the work demonstrated an understanding of the laws, regulations, and policies associated with land management programs.
- Work as a land appraiser that involved appraisal of undeveloped or marginal-type land

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
