THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a PERSONNEL SECURITY SPECIALIST, Position Description Number D2479000 and is part of the KS Joint Forces Headquarters, National Guard.
Duties
A PERSONNEL SECURITY SPECIALIST, GS-0080-09, receives, reviews, and submits requests for personnel clearances for serviced civilian, contractor, and military personnel. Checks the request for completeness and accuracy and contacts the Security Manager, Supervisor, points of contact at the serviced units, and/or the individual subject of the background/clearance investigation for any questions or corrections that are required. Returns those forms requiring further documentation or correction. Screens personnel, as well as local police records and finance documents for disclosed and undisclosed derogatory information, which may have an impact on the career of the subject under investigation. Questions the subject for clarification on responses that are considered derogatory. Forwards completed form to the appropriate agency for investigation and clearance determination.
Uses computer software such as analysis tools to research and facilitate work. Maintains a file for status of pending investigations, status of all members, as well as periodic reinvestigations for secret and top-secret clearances held. Checks with the agency performing the investigation for an update on the status of the security clearance in question as required. Notifies the units of individuals requiring reinvestigation and resubmission of documentation. Provides reports, as required, for status on pending or current investigations or periodic reinvestigations. Composes documentation, for supervisors' signature, verifying security clearances for those individuals going on Temporary Duty (TDY) to other locations and requests the same of locations with individuals coming TDY to their location. Documents all personnel suitability adjudicative determinations or recommendations in the relevant automated information systems. Ensures all systems of record accurately reflect the suitability adjudicative determination. Keeps abreast of emerging technologies and professional developments to remain current in the field and for being applicable to work assignments.
Performs duties related to assisting suitability adjudications/determinations for the fitness and suitability of civilian employees, contractors and/or applicants for initial and continuing employment retention. Ensures all investigative files are available prior to reviewing and rendering a suitability adjudicative/determination in accordance with suitability guidance and guidelines. Orders any missing investigative files and upon receipt, reviews and analyzes all investigative files for derogatory information. Provides written and oral communication to appointed adjudicator regarding minor derogatory information found in the investigative file.
Executes established policies and procedures required for the personnel security program. Implements and executes policies and procedures in accordance with the Code of Federal Regulation (CFR) Title 5, Part 731, Department of Defense Instruction (DoDI) 1400.25, 1402.05, AR 380-67, Army Directive (AD) 2014-23 regulations and ARNG policies. Ensures that sensitive/classified information is not disclosed and is safeguarded in accordance with regulatory guidance. Properly protects information governed by the Privacy Act of 1974.
Performs other duties as assigned.
Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- Must attend the ARNG Security Manager Course within 12 months of hire.
- Must obtain the Security Professional Certification(s) within 24 months of hire.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Must be able to obtain and maintain a top-secret clearance.
- May occasionally be required to work other than normal duty hours; overtime may be required.
- The position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 days per year unless otherwise approved by TAG.
- The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.

GENERAL EXPERIENCE: Must have the education and validated understanding of the basic principles and concepts of special security office security; Experience, education, or training that demonstrates the ability to follow to the following: skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit; effective two-way radio or telephone communication; Ability to write English in reports and presentation formats; Ability to communicate -orally and in writing- clearly and effectively; Ability to assess body language and perceive immediate risk levels; and, Skilled in applying procedures and directives by reading and interpreting technical material.
SPECIALIZED EXPERIENCE: Must have at least 12 months experience in the following: basic working knowledge on how to perform Special Security Representative duties and responsibilities in a Special Security Office. Performs the day-to-day operational duties within the Special Security Office in support of all sensitive compartmented information-associated security programs and measures. Experienced in research and analysis reports on physical, information, computer, and personnel security. Experienced in conducting intelligence support operations, procedures, and practices that are necessary to accomplish intelligence functions in support of programs essential to state National Guard daily operations, training, and readiness missions. Experienced in implementing policies and procedures required to manage sensitive compartmented information programs and to protect sensitive compartmented information resources. Have competencies as a technical specialist on sensitive compartmented information security matters, as well as, other areas of classified security and classification guidance. Knowledgeable on how to maintain currency on a variety of different security program inter-relationships, requirements, regulations and guidance in order to protect sensitive compartmented information facilities and materials from espionage, sabotage, and destruction. Capable of Implementing intelligence program policies and procedures for accomplishment of sensitive compartmented information protection and security. Have experiences in researching, interpreting, analyzing and applying Presidential Executive Orders, Director Central Intelligence Directives, Defense Intelligence Agency Manuals, DoD Manuals, Air Force Manuals, Air Force Instructions, and local Operating Instructions. Experienced in complying with Sensitive Compartmented Information facilities, construction and physical requirements, standards and regulations. Experiences include implementing the Sensitive Compartmented Information security clearance program and maintaining current and completed clearances for assigned personnel. Experienced in assessing Special Security Office self-inspections and knows how to present detailed and comprehensive reports with consistent follow-up work to ensure complete and quality discrepancies resolutions improve quality, timeliness, and efficiency.
PHYSICAL EFFORT: Work is primarily sedentary. The employee may be required to move or lift light items such as files, laptops, briefcases etc.
WORKING CONDITIONS: Work is located primarily in a well-lit and climate-controlled office environment.
