THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM ANALYST (TITLE 5), T5115000 and is part of the OR REC RET CMD, National Guard.

Duties

As a PROGRAM ANALYST (TITLE 5), GS-0343-9, the purpose of this position is to plan, analyze and/ or evaluate the effectiveness of line or operating programs. 1. Conducts studies of work processes and procedures. Identifies problems, reviews production standards, and makes tentative recommendations for problem resolution. Independently evaluates the effectiveness of substantive unit programs and processes in meeting their established goals and objectives. Analyzes evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses. Develops recommendations to correct deficiencies or suggest program or process improvements for the organization. Plans and designs procedures to improve organizational effectiveness and efficiency. 2. Reviews reports and studies to ensure that user requirements are met and appropriate rules and regulations are utilized. Evaluates unit and organizational effectiveness. Develops and administers a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations. The employee plans, coordinates, and carries out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned projects. Using standardized and locally developed evaluation programs and processes, management principles, organizational theory, and techniques of analysis and evaluation, plans and accomplishes scheduled evaluations. Analytical methods contained in applicable regulations and guidelines are not always applicable to specific work; Incumbent adapts methods to meet needs of the specific situation. 3. Assists in the development of directives and the design, development, documentation, and implementation of various reporting systems. Develops processes, management, administrative, and technical evaluation plans for implementation by supervisors/managers. Notes deficiencies, identifies necessary resources, and recommends corrective action. Reviews workload requirements to ascertain areas where procedures can be combined, distributed, or simplified to increase productivity, efficiency, or effectiveness and is able to utilize centralized planning and decentralized execution of mission objectives. Recommends internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports. Manages the evaluation program to ensure required actions are tracked and completed. 4. Performs other duties as assigned.

  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • May convert from indefinite to permanent status without further competition.

Qualifications

AREAS OF CONSIDERATION: Area 1: All on board permanent and indefinite T5 federal employees within the Oregon National Guard Area 2: All on board permanent and indefinite T32 federal technicians within the Oregon National Guard Area 3: All current non-permanent technicians/employees (T5 and T32) of the Oregon National Guard Area 4: All current and former members of the Oregon National Guard (former members must provide documentation showing membership in the Oregon National Guard such as an NGB 22 or DD214) SPECIALIZED EXPERIENCE REQUIREMENTS: Requires one year of experience equivalent to at least GS-7 that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. TO QUALIFY FOR THIS POSITION, YOU MUST HAVE: A. One year of specialized experience equivalent to the GS-07 level in duties that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. OR B. A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. Education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR C. A combination of experience as described in "A" above and education as described in "B" above.

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree

Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

Applicants who have the 1 year of appropriate specialized experience are not required to have education above the high school level.
