This position is located in the Office of Patient Care Services and supervised by the Whole Health System (WHS) Program Director at Lebanon VA Medical Center.

Duties

The core elements of the WHS include empowering Veterans to identify their personal health and wellbeing goals, equipping them with self-care strategies and skills, including complementary and integrative health approaches, and creating shared goals with Whole Health clinical care teams. The Whole Health System Administrative Officer works collaboratively and strategically with the Whole Health System Program Director, facility leadership, and Service Chiefs throughout the Lebanon VAMC and VISN 4. The incumbent has specialized knowledge of the clinical and administrative aspects of the WHS, a major VHA initiative including, proficiency in clinic profile management, and the ability to foster transformation. In this position, the incumbent assists in planning, establishing, and implementing healthcare system policies and procedures' the Medical Center and that contribute to a national transformation. The incumbent provides assistance in the application of the Whole Health and Patient Centered Care philosophy, the Joint Commission's patient care performance measures, and organizational processes that result in improved outcomes. The incumbent performs analytical and evaluative administrative duties including budgeting, procurement and contract administration, human resources management, space and equipment utilization, travel, property and records management, and related administrative support services. Major duties include, but are not limited to: Serves as administrative support to the Whole Health System (WHS) Program Director. Performs miscellaneous duties such as taking meeting minutes, travel, answering routine questions and needs of staff/patients within the leadership office. Serves as a resource to the program for administrative procedures and processes. Interprets and applies contract and procurement regulations. Prepares requisitions and purchase orders and ensures adherence to policies and regulations. Serves as the primary Automated Data Package Application Coordinator (ADPAC) for WHS providing administrative, technical, analytical, and Automated Data Processing (ADP) support. Serves as the WHS Program Education Liaison and Education Coordinator by planning education programs, creating and implementing the WHS education plan and in scheduling the training sessions. Coordinates with outside vendors for inservices/trainings and schedules accordingly. Disseminates and collects satisfaction surveys from staff on the in-service's and conducts analysis of results, provides WHS Program Director and/or Supervisors with annual report. Works with staff in the use of Talent Management System (TMS), to solve TMS problems and issues, and allow them to complete their required education programs. Plans and conducts analyses of organizational elements including such functions such as overtime cost, logistical support, office and field space, telecommunications requirements, word-processing systems, duplicating equipment, and work distribution. Interprets findings and develops recommendations to improve organization efficiency and solve problems. Reviews program data, workload reports, and staffing requests to help ensure that organization positions are funded properly, and that acceptable grade and staffing levels are maintained. Responsible for the execution of HR administrative management responsibilities pertaining to recruitment, selection, promotion, awards, and training activities to help ensure compatibility with staffing plans, personnel ceilings, and funding levels. Writes position descriptions, develops job analysis, and identifies performance issues. Analyzes current data management procedures and practices to determine how effectively current goals are being met and how services could be improved. Utilizes comprehensive knowledge of WHS to determine the need for automation or for update of automation and recommends the most appropriate and cost effective method. Monitors and tracks obligations and expenditures throughout the budget execution phase. Reviews financial reports and resolves discrepancies with the appropriate accounting office. Establishes, organizes and maintains a system of internal controls for the management of funds for each of the account categories on a daily basis. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/14/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions and managing procurement; assisting with human resources functions to include recruitment, position classification, performance, training, etc.; preparing meeting minutes, letters, reports and presentations; making space utilization recommendations. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year or 18 semester hours and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript must be submitted with application. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires sitting, standing, bending, and carrying light items such as books and papers. No special physical demands are involved in performing the work.
