The Program Specialist is in the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Mission Support (OMS). This position serves as a Program Analyst in Facilities Budget Management, which reports to the Chief of Facilities and is responsible for a broad range of functions that are critical for the effective and efficient operation of the Directorate.

Duties

Formulates, presents, executes, and analyzes Facilities Directorate Minor Construction (MC) and General Operating Expenditures (GOE) budget. Assists in the development of operations and spending plans, monitoring the appropriate accounting and execution of funds. Reviews budget and financial management processes to include acquisition procedures and travel regulations. Performs a wide range of administrative and analytical duties in the formulation, presentation, and execution of Facilities budget. Performs information-gathering and expense projections. Participates in the response to inquiries from and prepares reports for the Department, General Services Administration (GSA), Government Accountability Office (GAO), Office of Management and Budget (OMB), and oversight agencies on matters related to minor construction, rent, security, and enhanced used leases (EULs) Responsible for making recommendations to enhance processes and procedures related to administrative management for the organization. Assists in resolving programmatic issues. Participates in the development and documentation of long- and short-range planning efforts. Makes recommendations on planning efforts that can be undertaken with existing resources and advises on the impact of efforts that require additional resources. This may include interpreting administrative policies, developing policies, defining administrative requirements, and/or providing advice to management on related issues. Reviews, analyzes, and studies laws, VA administrative issues, and special instructions to determine their effect on organizational adjustments, work methods and procedures, application of work measurement, work simplification, documentation of essential records and flow of communications to determine the need for new or revised local policies, procedures, or controls, and to coordinate these determinations with operations officials involved. Collects and analyzes pertinent organizational data and information; assists in the development of statistical and narrative data to justify any changes and recommendations; prepares and presents briefings. Works with Facilities Project Managers to identify, capture, and develop data and informational dashboards to support Minor Construction and Lease Acquisition programs and efforts. Assists in the initiation, planning, and conducting management studies in such areas as, but not limited to, operational and organizational performance. Ensures appropriate resources are allocated to allow successful, timely completion of the project without disrupting normal workload activities. Project results are consistently characterized as timely, accurate, complete, relevant and with minor to no changes. Participates in the development of briefing materials and hot issue/topic briefings to ensure that the Facilities Director and staff are briefed on high level matters requiring their attention. In conjunction with the Chief of Facilities, develops the agenda and coordinates leadership meetings taking place with the OMS Executive Director, Deputy Director and all Directorate management staff. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 02/13/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-12 position you must have served 52 weeks at the GS-11 level. For a GS-13 position you must have served 52 weeks at the GS-12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-12 Grade Level: Specialized Experience is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. For the GS-12 you must have at least 1-year specialized experience, education, or training equivalent to at least the next lower grade level, GS-11. Must have experience executing principles and concepts of the Federal financial budget business program requirements. Experience training, leading, planning, and scheduling programs in finance, accounting, or audit program for the distribution of assigning work requirements. Experience providing direction based on program review and analyses of budgetary operations. GS-13 Grade Level: Specialized Experience is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. For the GS-13 you must have at least 1-year specialized experience, education, or training equivalent to at least the next lower grade level, GS-12. Must have experience executing principles and concepts of the Federal financial budget business program requirements. Experience training, leading, planning, and scheduling programs in finance, accounting, or audit program for the distribution of assigning work requirements. Experience providing direction based on program review and analyses of budgetary operations. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: This work is primarily sedentary. Some work may require walking and standing in conjunction with travel to attend meetings and conferences away from the work site.
