THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TELECOMMUNICATIONS MANAGER (DSCA PLANNER), Position Description Number D2529000 and is part of the CYBER INFORMATION, National Guard. This vacancy does not meet the criteria for appointment of annuitants. THIS IS AN INDEFINITE POSITION WITH POTENTIAL TO CONVERT TO PERMENENT.

Duties

As a TELECOMMUNICATIONS MANAGER (DSCA PLANNER), GS-0391-12, you will support emergency communications for the National Guard. This includes ensuring unbroken mission command between JFHQ-ST and its armories, developing interoperability between National Guard units and civil agencies, and advancing training within the force on Commercial Off the Shelf (COTS) emergency communications equipment necessary to enable the first two objectives.

Qualifications

Military Grades: Enlisted GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level. Experiences gained through military technical training schools (restricted to one of the identified/allowed compatible military skills) are included in the one year on-the-job experience. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Experience that prepares the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its applicable career level.To qualify for appointment to the ARNG, GS-0391-12, position located in the JFHQ ARNG Information Management Office, Information Management Branch an ARNG applicant must qualify for award of the position's compatible elements and there must be a vacant manpower authorized position requirement to satisfy the position's military aspects: Service, Unit of Assignment, Rank, and Military Skill Set. The applicant must meet the position's specialized experiences and competencies in managing engineering design analysis, contracting requirements, and developing telecommunication systems and networks for voice and data, both tactical and administrative; and managing the telecommunication systems activities for the state/installation. Skilled in directing the telecommunication activities in support of widely dispersed professional, technical, military and support personnel. Skilled and knowledgeable of statewide contracting, acquisition and managing telecommunication networks, systems, services, and equipment, both leased and government owned. The applicant must have skilled experiences in developing, preparing, and/or administering all concepts, policies, and procedures required to manage telecommunication resources and requirements. Skilled and experienced in preparing telecommunication equipment specifications; Statements of Work; Requests For Service (RFS); conducting the Management Evaluations (ME); preparing and processing Telecommunication Service Requests (TSR). Skilled in pricing and determining the cost effectiveness of requirements; certifying availability of funds; programming and managing the telecommunications budget. Skilled in completing the charge back and reimbursable applications and procedures. Knowledgeable in how to determine lead times and establish service dates; and, how to determine technical feasibility and compatibility of requirements. Experiences included the submission of in-effect reports to the US Army Information Systems Command (USARCO). Skilled in managing customer accounts; and, automation and database management. Skilled in completing Annual Review and Revalidation (AR&R) reports. Skilled in completing Telecommunication Service Priority (TSP) requests for circuits that required priority restoration. Experienced in issuing Commercial Communication Work Orders (CCWO); and assuring adequacy of Maximum Limits Telecommunication Service Authorizations (ML-CSA). Competent in determining work priorities, mission requirements, preparing employees' work schedules in telecommunication networks, systems, services, and equipment. Experiences involved assigning and evaluating subordinates' work performance based on priorities and determining the employees' capabilities to work various levels of difficult assignments. Competent and experienced in providing skill development training and mentoring to employees. Skilled in advising, counseling, and instructing employees on work and/or administrative matters. Experiences included providing highly complex technical solutions to support unique systems requirements for specialized communication systems. Skilled in monitoring quality control practices and identified ways to improve production, timeliness, efficiency or quality of work. Must have the training and/orcertifications to serve as the Contracting Officer Representative (COR) for the state or installation Contracting Officer. Experienced in performing an initial analysis, procurement, and installation of telecommunications equipment. Experiences included monitoring and evaluating the contractor's performance. Skilled in maintaining professional and personnel rapport with military and commercial telecommunication carriers, vendors, NGB, and US Army Information Systems Command that resulted in efficient and effective procurement of services and project coordination to final completion. Skilled in handling and knowledgeable of analog and digital telecommunication systems. Skilled to engineer or re-engineer telecommunication wiring and systems for new and remodeled installations. Experiences included establishing telecommunication standard requirements for all new or remodeled facilities. Knowledgeable of technical advances and improvements in equipment and telecommunications software. Experienced in reviewing Command Information Systems Plans (ISP) and Information Management Plans (IMP) and skilled in determining if these plans met the customers' needs; or, were adapted in order to meet program mission requirements and consistency with the state architecture. Experienced in establishing policies and procedures for accomplishment of the unit's programs and functions. Experiences included prioritizing tasks and implementing priority changes in the work requirements and skills needed by subordinates to effectively balance workloads. Experienced in conducting operations, task functions, and managing manpower funds and resources. Skilled in identifying requirements and initiating requests for additional resources, along with equipment, supplies, and space, to ensure unit personnel are successful in meeting goals and objectives. Must have career broadening training and experiences in leading, planning and scheduling work; and, is competent in smooth flow and even distribution of work that ensured the full utilization of personnel. An applicant must have leadership experiences that included guiding employees through telecommunication program tasks. Skilled in counseling and providing positive reinforcement of safety and professional conduct. Experienced in conducting employee performance evaluations; mentoring employees or colleagues; managing resources and budgets; and directing assigned work, or leading the employees on program tasks, inspections, exercises, deployments, and/or mobilizations. Experienced in effectively and efficiently planning and scheduling work. Experienced in structuring assignments to create viable procedures that resulted in measured and improved task processes. Experienced in creating and implementing improvements in mission programs and strategies, executing training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Experienced in working with the equal employment and affirmative action guidelines.

Education

Must have a high school diploma or a general education development (GED) diploma. An undergraduate degree from an accredited college or university or from an equivalent professional military education school supports a well-qualified result.
