VA Portland Health Care System is a Complexity Level 1a Facility and provides extensive primary, secondary, tertiary, and quaternary care in outpatient, inpatient, residential, and community settings. VAPORHCS is a multi-site medical system that includes a major medical facility in Portland, Oregon, outpatient and residential facilities in Vancouver, Washington, and 10 Community Based Outpatient Clinics.

VA Careers - Prosthetics: https://youtube.com/embed/3NUvF5jjErQ The duties of this position include but are not limited to the following: The duties of the Supervisory Orthotist Prosthetist, are to administer, or perform work concerned with rendering prosthetic and orthotic services to disabled patients in the VISN 20 catchment area. Specifically, the Supervisory Prosthetist will supervise the Orthotic and Prosthetic Clinical staff at the Boise, Spokane, Walla Walla, and Tri Cities VA Medical Centers. This position functions as part of the VISN 20 Prosthetics and Sensory Aids Service primarily in the Orthotic & Prosthetic Clinical Service. Prosthetics and Sensory Aides Service Line in VISN 20 is unique in that it is a fully integrated system at the VISN level. Although our staff are assigned to specific primary duty stations at the facility level, our staff are not employed by that facility and rather work for the VISN. The V20 Prosthetic Service fulfills orders for care sites in Washington, Oregon, Idaho and Alaska There may be situations where you will be asked to provide coverage at a satellite facility of your primary duty location as part of that primary duty station. Generally, duties are as assigned by the supervising Clinical Manager. (1) Collaborate and participate with planning, process improvements, training, and implementation of process and procedure changes as instructed by the Clinical Manager. (2) Serves as the Supervisor of the Orthotist Prosthetist staff at a Large facility in the Prosthetics Department within VISN 20 as well as the eastern region of Washington. (3) Serves as liaison between Regional Amputation Center PMRS staff including RAC prosthetist and the Prosthetics and Sensory Aides services. (4) Monitors and report on the workload, productivity, timeliness and efficiencies of the O&P staff at their facility as it relates to the delivery of O&P services and the overall delivery of healthcare. (5) Serving as an advisor to the physicians, therapists and other medical professionals at their assigned facility regarding indications and contraindications of prosthetic and orthotic components, prescription criteria. (6) Ensures accreditation of the facility by ABC or BOC and other regulatory compliance with VHA Directives and Regulations. (7) Responsible for assignment of duties of facility O&P staff, ensuring performance metrics are met or exceeded and provides feedback to staff regarding performance through bi-annual performance reviews and provides recommendations with regards to appointment, awards, advancement and when appropriate, disciplinary actions. (8) Maintains vendor relations as it pertains to the O&P Limb and Orthotic Purchasing agreements and contracts, including overseeing and evaluating services provided by those contracted vendors. This work requires a specialized knowledge of the medical and psychological problems directly related to the use of prosthetic devices, and a specialized knowledge and understanding of the fabrication and satisfactory fitting of prosthetic and complex orthotic devices. The administrative aspects of the work require an understanding of contracting, human resources, the National Prosthetic Patient Database, inventory management and knowledge of the Prosthetic national software package and CPRS. ABC Practitioner Certification in both Orthotics and Prosthetics is required for this position. An Orthotist Prosthetist at this level may serve as the (NCO PE) Residency Director for the site or VISN level, or otherwise may be required to directly contribute to the education of Prosthetic-Orthotic Residents. Serves as supervisor of a large Orthotics Prosthetics facility assessing, planning and evaluating the orthotic/prosthetic program at the facility level to ensure proper coordination between the delivery of orthotic/prosthetic services and the overall delivery of healthcare. Assures accreditation of the O&P Lab, and ensures compliance with regulatory requirements established by ABC, BOC, NCOPE, IAOP, AAOP, JCAHO, CMS, OSHA to provide advice to VISN O&P Manager regarding implementation of those requirements. The Supervisory Orthotist Prosthetist is supervised by and reports directly to the VISN 20 Orthotics and Prosthetics Clinical Manager and may take some direction from the facility specific Supervisory Prosthetic Representative, also known as the site chief, for day to day business activities. As a clinical professional, a high degree of communication, cooperation, and collaboration are required to effectively accomplish the important mission we are tasked to accomplish. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education (1) A bachelor's degree or higher in orthotics and prosthetics from a Commission on Accreditation of Allied Health Education Programs (CAAHEP) accredited program. OR, (2) A bachelor's degree or higher in any major along with a post-graduate orthotics or prosthetics certificate from a CAAHEP accredited program. Board Certification. Candidates must be board certified by the American Board for Certification in Orthotics and Prosthetics (ABC) or the Board for Orthotist/Prosthetist Certification (BOC) as an orthotist, prosthetist, or orthotist/prosthetist. The board certificate must be current and the applicant must abide by the certifying body's requirements for continuing education. Certification as a technician, pedorthist, assistant or fitter does not meet this requirement. English Language Proficiency. Orthotists, prosthetists, or orthotist/prosthetists must be proficient in spoken and written as required by 38 U.S.C. 7402(d). GS-12 Experience. Completion of 1 year of experience equivalent to the next lower grade level as an orthotist/prosthetist functioning as a full member of the clinical team which includes significant involvement in treatment plan development for the most complex types of conditions. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSA and demonstrate the potential to acquire the assignment specific KSAs designated by an asterisk (*): *1. Knowledge of regulatory requirements established by the ABC, BOC, the National Committee for Orthotic/Prosthetic Education (NCOPE), the International Association of Orthotists and Prosthetists (IAOP), the American Academy of Orthotists and Prosthetists (AAOP), Joint Commission on Accreditation of Healthcare Organizations (JCAHO), etc. *2. Knowledge of administrative functions including budget development and management, inventory management, space and workload planning, as well as knowledge of the National Prosthetic Patient Database (NPPD), knowledge of the Prosthetic National Software (PNS) package, Decision Support System (DSS), and knowledge of accreditation requirements for orthotic and prosthetic laboratories and certification requirements for individuals. *3. Ability to analyze data and provide reports using CPRS, Vista, DSS, HCPCS codes and other patient database information. *4. Ability to provide training to orthotists/prosthetists in new technologies and innovations in devices. *5. Ability to manage and supervise employees. (To be used if the assignment is supervisory in nature.) Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty) and range of variety and be performed by the incumbent at least 25% of the time. Candidates at this grade level are in one of the following assignments: Supervisory Orthotist/Prosthetist. The orthotist/prosthetist at this level serves as supervisor of an orthotics/prosthetics laboratory assessing, planning, and evaluating the orthotic/prosthetic program at the facility level to ensure proper coordination between the delivery of orthotic/prosthetic services and the overall delivery of health care. Responsibilities include assuring the accreditation of the laboratory, regulatory compliance, and a variety of administrative duties such as developing a budget, managing inventory and resources, overseeing contract employees, supervising assigned staff, etc. The assignment includes performance of the full range of supervisory duties. This includes responsibility for assignment of duties; development of performance standards and performance evaluations; and recommendations for appointment, awards, advancement, and when appropriate, disciplinary action; etc. At this level, the orthotist/prosthetist serves as a consultant within orthotic and prosthetic treatment service and with other facility health care staff in evaluating health care delivery to patients.
