THIS IS AN DISTRICT OF COLUMBIA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA) This position is part of the Human Resource Office, District of Columbia National Guard under Position Description Number T0050000, T0049000, T0048000, T0047000. -- This is NOT a REMOTE position; the incumbent will report to a Duty Station --

Duties

This position is located at Joint Force Headquarters - United States Property and Fiscal Office (USPFO) Purchasing and Contracting office or an ANG Base Contracting Office. The primary purpose of this position is to ensure successful market research, acquisition planning, contract award, contract performance management, and interpretation of contract law in order to provide the best, most efficient contracting strategies in support of the organization's vision, mission, goals, and objectives. Requirements

  • The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • May be required to successfully complete a probationary period.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Participation in direct deposit is mandatory.
  • This position is subject to provisions of the DoD Priority Placement Program.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • May be required to pass the Contracting Officer Review Board (CORB) and hold a warrant.
  • Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration which will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • The incumbent must meet the continuing acquisition education, training and experience requirements IAW DoDI 5000.66.
  • Career ladder opportunity is ONLY applicable from GS-07- through GS-11.

Qualifications

Area of Consideration Group III- All groups of Federal re-employable eligibles and individuals eligible for Veteran's preference. GENERAL EXPERIENCE Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management. SPECIALIZED EXPERIENCE To qualify for the: GS-7 Must have one year of experience in positions collecting and analyzing data. GS-9 Must have one year of experience in contracting at the GS-07 grade level that provided exposure to the full scope of contracting and acquisition and a working knowledge in one or more of the following areas: (1) A knowledge of contracting authority and responsibility, (2) Contract principles and knowledge of the Federal Acquisition Regulation, (3) Contractor responsibility standards, (4) Regulatory compliance, (5) Knowledge of Federal supply schedule contracting, and (6) Knowledge of acquisition definitions and applicability. GS-11 Must have one year of contracting experience at the GS-09 level performing work in the following areas as applicable to the position being filled: (1) Pre-award of contracts related to development of a solicitation. Acquisition ) Post-Award actions to administer the contract. Competencies at the practice planning, requesting offers, and developing offers by evaluation of solicitation and finalizing offers, (2) Award of contracts that includes forming a contract, and specialization in contracting. Specialized experience may have been gained while providing business advice to customers and performing all pre-award/post-award functions, using a wide range of contracting methods and types to procure complex and/or diversified commodities, services and/or construction. Must have Level 1, DAWIA Foundational Certification or equivalent. GS-12 Must have one year of contracting experience at the GS-11 level. Experience must demonstrate the ability to perform acquisition planning to include market research and contracting methods that satisfy mission needs and customer requirements. Experience advising customers and reviewing procurement requests and contract terms. Must have Level 1, DAWIA Foundational Certification or equivalent. Please be advised: 1.
