The Mental Health Clinical Nurse Educator reports directly to the Nurse Manager, Nursing Education. This Nurse will share responsibilities for planning, developing, implementing, coordinating, and evaluating educational programs/activities based on assessed learning needs of staff and nursing service for improvement of quality patient care and organizational processes in Mental Health. The Nurse functions within a nursing process framework for problem solving and care facilitation.

Duties

Duties include, but are not limited to: Works collaboratively consulting with Chiefs, Nurse Managers/Supervisors, Medical Directors, and organizational Leadership to assess, develop, implement, and evaluate educational programs for staff, maintain and enhance clinical competence, and manage ongoing education and competency programs. Demonstrates consistent and timely effective communication skills and displays exemplary professional behaviors. Serves as a role model and clinical leader demonstrating excellence in practice, serves as a clinical mentor/preceptor for clinical and administrative staff, consults and collaborates in patient care and research and educates in both formal and informal situations. The Nurse Educator demonstrates leadership in delivering and improving holistic care through collaborative strategies with others. Is responsible for assessing planning implementing and evaluating educational activities including but not limited to unit orientation, just-in-time training, nursing-related new computer applications, and continuing education. Demonstrates excellence in practice, serves as a clinical mentor/preceptor for clinical and administrative staff, consults and collaborates in patient care and research, and educates in both formal and informal situations. Demonstrates leadership in collaboration with multidisciplinary teams to plan, direct, deliver, and improve holistic care. Demonstrates familiarity with established policies and procedures in accordance with the Joint Commission, other regulatory agencies, and VA policy. Exhibits ability to articulate and interpret organizational policies and procedures to the health care team. Serves as one of the key people in the development and implementation of policies and procedures related to the standards. Promotes evidence based clinical practice and assists staff and leadership with Quality Management and Performance improvement programs, including research projects. Takes initiative and utilizes innovative and creative approaches for changing practice based on performance improvement findings and evidence based practice. Provides education and aids staff i n planning and developing educational programs to meet their own needs, as well as serving as a resource for complex nursing care standards. As a change agent, promotes an environment that embraces new knowledge, innovations and improvements. Participates as applicable with general education directives, training, in services, orientation, and educational programs. Fosters staff participation in educational projects and activities to promote professional development. Acts as resource and liaison by serving on facility-wide committees, councils and task forces. Incorporates Just Culture and No Harm concepts while promoting the facility's goal to become a High Reliability Organization. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Education. Graduate of a school of professional nursing. Education Accreditation Requirement. Nursing education must be from a school of professional nursing accredited by one of the following accrediting organizations at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN), 3343 Peachtree Road NE, Suite 850, Atlanta, GA 30326. The ACEN accredits all levels of nursing programs, including clinical doctorate, masters/post master's certificate, baccalaureate, associate and diploma nursing education programs. (Note: The National League for Nursing Accrediting Commission/NLNAC changed its name to ACEN in May 2013. ACEN's website may be utilized to verify accredited programs using automated inquiry processes; however, for verification of any nursing program's accreditation prior to 1998, an automated inquiry cannot be used and ACEN must be contacted directly via their email contact information on the ACEN website to verify.); or The Commission on Collegiate Nursing Education (CCNE), 655 K Street, NW, Suite 7, Washington, DC 20001. The CCNE is an accrediting arm of the American Association of Colleges of Nursing (AACN) and accredits nursing education programs at the bachelor and master's level. Nursing Bridge Programs. Nursing bridge programs are accelerated nurse education programs which rely upon existing nursing knowledge and education. Graduates from nursing bridge programs that meet accreditation requirements specific grade level requirements in this standard must also be met in addition to the following: Master's Level Bridge Program Education Appointments Prior to Graduation. Individuals attending a master's level bridge program in nursing who achieve the level in their education in which they have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on a temporary basis for any period up to three years contingent upon full completion of the professional nursing education program, if education verification provided by the school supports the Bachelor of Science in Nursing (BSN) equivalency. Upon successful completion and graduation from the bridge program, the Nurse may be converted to a permanent appointment under the provisions of section 7401(a)(1) of title 38. Failure to complete the bridge program on which the temporary appointment was based will result in termination of the appointment. Foreign Education. Graduates of foreign schools of professional nursing who possess a current, full, active and unrestricted registration (see paragraph 3c) will meet the requirement of graduation from an approved school of professional nursing to warrant appointment as a Nurse who has completed an associate degree level Nursing education program. In order to grant credit towards an appointment based on foreign nursing education higher than the associate degree level, formal degree equivalency validation from a recognized degree equivalency evaluation agency accepted by VA such as the International Consultants of Delaware (ICD) must be obtained. Degree in a Related Field. A graduate level or doctorate degree in health care/management related fields from an institution accredited by the State and approved by the Department of Education at the time the candidate completed the program may be credited as specifically indicated in grade requirements. The graduate level or doctorate degree and coursework must provide evidence in support of the nursing role and duties associated with the assignment and grade level. Foreign education programs/degrees are not creditable as related degrees. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: MSN or Master's Degree in related field 5 years or RN experience Simulation Lab experience Psychiatric-Mental Health RN Certification 2-3 Clinical Instructor/educator experience Excellent interpersonal relationship skills Flexible and able to adjust to ever-changing work environment Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing and no additional nursing experience. Nurse I Level II - An ADN or Diploma in Nursing and one year of specialized nursing experience equivalent to a Nurse I, Level I; OR, a Bachelor's of Science in Nursing (BSN) and no additional nursing experience. Nurse I Level III - An ADN or Diploma in Nursing and two years of professional nursing practice, one of which is a year of specialized nursing experience equivalent to Nurse I Level II; OR, a BSN with one year of professional nursing experience equivalent to Nurse I, Level II; OR, a Master's of Science in Nursing (MSN) and no additional nursing experience; OR, a Master's degree in a related field and a BSN with no additional nursing experience. Nurse II - A BSN with two years of professional nursing experience, one of which is a year of specialized nursing experience equivalent to Nurse I, Level III; OR, an MSN with one year of specialized nursing experience equivalent to Nurse I, level III; OR, a Master's degree in a related field and BSN with one year of specialized experience equivalent to Nurse I, Level III; OR, a Doctorate Degree in Nursing (DNP) and no professional nursing experience; OR, a Doctorate degree in a related field and BSN with no professional nursing experience. Nurse III - An MSN with two years of specialized nursing experience, one which is specialized nursing experience equivalent to Nurse II and meets all dimension requirements for Nurse III; OR, a Master's degree in a related field and BSN with two years of specialized nursing experience, one which is specialized nursing experience equivalent to Nurse II and meets all dimension requirements for Nurse III; OR, a DNP with one year of specialized nursing experience equivalent to Nurse II and meets all dimension requirements for Nurse III; OR, a Doctorate degree in a related field and BSN with with one year of specialized nursing experience equivalent to Nurse II and meets all dimension requirements for Nurse III. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. Physical Requirements: Requires visual acuity, keen hearing, distinctive speech, and manual dexterity. Requires long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. Mechanical inpatient lifts are provided. May be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative or invasive procedures, or home settings. May occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. Must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Completes annual Employee Health requirements, annual TB screening or testing, as a condition of employment. If provides care in home settings or other off-site locations may be required to drive and/or ride in GSA-vehicles.
