The position is organizationally known as the Deputy Chief of Police and reports to the Chief of Police. The position has delegated authority and responsibility to assist the Chief to manage and direct Police operations. The position is responsible for assisting the Chief with the operation, direction, and control of the law enforcement and physical security activities of a Veterans Affairs Medical Center (VAMC) or Health Care System (HCS).

Duties

The position has responsibility for the management, which includes the operation, direction, and control of Police Service's law enforcement and physical security functions of the Medical Center and its off-site properties a 24-hours a day, seven days a week basis. The position is directed to accomplish managerial responsibilities and interface them with staff responsibilities in a highly visible manner in addition to: Supervises/Manages Department Personnel: The position observes, evaluates and prepares reports on the performance of department personnel; Develops programs to alter the behavior of employees whose work performance is below acceptable standards; plans, assigns and explains work requirements to subordinate supervisors for new or changed programs; Reviews serious disciplinary cases involving Police Service employees and recommends appropriate actions to higher level management; approves, modifies or rejects career development plans, training requests, employee utilization proposals, and similar matters; deals with union officials and others on matters involving collective bargaining members. Ensures police staff are properly trained to operate a variety of equipment and/or security systems such as but not limited to: evidence collection, weapons, emergency vehicles, radio communications, intrusion detection and video surveillance networks, duress systems, physical access control systems, mass notification systems, etc. The position is the facility law enforcement and security subject matter expert, interprets complex security policies and procedures and provides guidance to senior facility leadership, other service chiefs, program managers, within the Medical Center's catchment area. The position keeps senior facility leadership informed regarding program successes and vulnerabilities and collaborates with leaders to address concerns, resolve program issues and/or address resource needs. Responsible for the protection of the civil rights of all individuals while on VA controlled property, and the preservation of a peaceful environment requisite to the delivery of medical care and other services. Ensures crime scenes and any potential evidence is identified, collected and protected pursuant to law and VA policy. The position coordinates with United States Attorneys concerning the enforcement of criminal law and regulations on VA property. Ensures proper notification and collaboration with VA Regional Counsel, the Assistant United States Attorney or their designee, special agents of various Federal agencies, United States Marshal Service, Office of Homeland Security, United States Secret Service and any other federal, state, municipal, or county law enforcement agencies when incidents require their notification and/or involvement. Provides staffing, vehicle support and coordinates local threat assessments whenever tasked to support executive protection needs of Secretary of VA or Deputy Secretary of VA while in the local area. As the technical expert, the position develops local policies and implements corrective procedures to alleviate identified physical security problems, taking into consideration all internal, as well as external factors when making decisions or recommendations concerning law enforcement and physical security to the VHA, VBA or NCA Facility Director. The position is responsible for the physical security standards that improve the protection of VA mission critical/life-safety protected facilities during construction projects (for example, door types, openings, lighting considerations. Manages procurement and accountability of equipment used by and assigned to Police Service. Responsible for the Firearms Program at the facility level, ensuring that critical elements of the program are met, i.e.; weapons training certification, inventory control of weapons and ammunition and supporting supplies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/13/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to knowledge of general and specific security administration programs, how to integrate systems, provide the appropriate application, and coordinate among the differing needs of a variety of departments in order to execute tasks. Using comprehensive knowledge of security policy requirements, the position functions as a technical expert to complete and oversee assignments requiring the application of theories and development of solutions to complex security problems at the Medical Center, and responsibilities involving the security of CBOCs. The position possesses expert knowledge necessary to work through overlapping and conflicting requirements pertaining to security barriers, key and access control, operational access, new construction design, and overall security/convenience. The position applies expert knowledge of security programs, laws and regulations by interpreting existing and new policy issuances and recommending local policy to provide a safe and secure environment. The position possesses the required technical expert knowledge of multi-layered security systems to advise facility management and leadership on improvements or additions to existing systems or in the ordering of new security systems. The position must have the knowledge to independently work through overlapping and sometimes conflicting program needs or goals. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The position is required to exert considerable and strenuous physical effort on a regular basis while performing the functions of the position. These functions are normally performed while the position conducts security surveys and inspections, which require crawling in unusually confined building areas. May be called upon to defend themselves and members of staff, patients or the public against physical attack and may be required to exercise deadly force if necessary. Requirements of the position include maintaining firearms qualifications, climbing flights of stairs, carrying heavy equipment/patients during emergencies, running, bending, stooping, physical restraint of aggressive persons, being subjected to assaults by persons evading arrest. Inspections and audits of security systems, constructions sites, and full searches require the performance of duties in a variety of inclement weather conditions.
