The public affairs specialist position is located at the National Park Service's (NPS) Chesapeake Bay Office in the Communications and Visitor Experience Branch. The position, generally through the news media, explains NPS policies and stewardship responsibilities and highlights the opportunities for park and community programs made available to people in the Chesapeake Bay Watershed.

Duties

At the GS-1035-11 grade level, your work is designed to prepare you for higher-level assignments. As Such, you will receive detailed instructions on approach and specific deadlines, you will have examples to follow, and your work is subject to review while in progress. Planned and conducted media relations activities, including research, writing, editing, event coordination, and strategic communications. Develop and implement communications plans to convey information about NPS programs, policies, and activities to external and internal audiences. Evaluate the effectiveness of media relations and communications strategy. Collaborate with strategic partners, NPS and DOI staff, and subject matter experts. At the GS-1035-12 grade level: Develop and implement communications efforts that improve organizational transparency and handle sensitive or controversial issues. Planned and conducted media relations activities, including research, writing, editing, event coordination, and strategic communications. Develop and implement communications plans to convey information about NPS programs, policies, and activities to external and internal audiences. Evaluate the effectiveness of media relations and communications strategy. Collaborate with strategic partners, NPS and DOI staff, and subject matter experts.

Qualifications

All qualifications must be met by the closing date of this announcement-02/20/2024-unless otherwise stated in this vacancy announcement. You must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine the number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: Must possess at least one (1) year of specialized experience equivalent to at least the GS-09 level in the Federal service. Specialized experience is experience that equipped the applicant with particular knowledge, skills, and abilities to successfully perform the duties of this position. Examples of specialized experience would include but is not limited to: providing on-the-record information to media, drafting news releases and similar products for a public audience, implementing strategic communications plans, and coordinating media events. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related You must include transcripts. -OR- COMINATION: Equivalent Combination of Graduate Education and Specialized Experience: I do not have one full year of specialized experience as described in above or 3 years of progressively higher-level graduate education leading to such a degree or Ph.D. or equivalent doctoral degree as shown in above, but I have an equivalent combination of such education and experience. For example, I have six months of the specialized experience described above (50% of the experience requirement), and 27 semester hours or 41 quarter hours of directly related graduate level college study in an accredited institution (50% of the qualifying education). You must include transcripts. To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: Must possess at least one (1) year of specialized experience equivalent to at least the GS-11 level in the Federal service. Specialized experience is experience that equipped the applicant with particular knowledge, skills, and abilities to successfully perform the duties of this position. Examples of specialized experience would include but is not limited to: advising local or regional leadership on communications strategies and tactics, serving as a spokesperson by providing on-the-record interviews to media, planning and executing media events, and writing and editing news releases and similar products for a public audience. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the grade GS-12 level(s) of this announcement.
