The primary purpose of this position is to perform duties as the Port Manager to direct the daily activities of the air terminal complex involving cargo/passenger processing, documentation, temporary storage and movement; aircraft fleet servicing; loading and unloading of passengers, cargo, and mail for transport by commercial contract charter and military aircraft.

Duties

Responsible for managing and directing operational activities of military and civilians who perform aircraft dispatch, load planning and ramp controller duties pertinent to aerial port internal control and mission support of originating, transiting, and terminating aircraft. Makes recommendations and directs aerial port sections concerning actions to be taken to resolve problems in cargo/passenger payload adjustments, precedence of movement, compatibility of cargo and passengers, etc. Coordinates with agencies outside of the Department of Defense-Department of Agriculture, State of Washington, U.S. Department of Homeland Security, as their requirements interface with AMC sponsored aircraft handling requirements. Coordinates with Command Post, Maintenance Control, Base Operations and various other subordinate, lateral and higher-level agencies during normal activities in order to provide, obtain, verify and/or act upon operationally vital data.

  • Required to work uncommon and changing tours of duty to provide 24-hour, 7 day per week coverage. Considerable tact, sound judgement and mental stability are requisites to performing duties efficiently, (cond't)
  • (cond't) under pressure of heavy workloads, multiple operations, late changing requirements etc. Decisions must be made without hesitation or benefit of complete information. Must draw heavily on experience factors of the aerial port complex.
  • Provides back-up support to the Operations Liaison Air Transportation Specialist ensuring coordination of activities with outside agencies interfacing with the processes of the air terminal complex.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Must be able to obtain and maintain a Secret Clearance.
  • ''This is a drug testing designated position. The incumbent is subject to random testing for drug use."
  • This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Specialist Series 2101. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes possesses a comprehensive knowledge of a wide range of air transportation and traffic management concepts, policies, principles, and methodology to the management of an Aerial Port Embarkation/Debarkation. Expert Knowledge of organizational missions, objectives, and procedures prominent in the Defense Transportation System. Work requires skill in applying knowledge to plan and complete a variety of complex tasks that ensure efficient and expedient movement of high priority traffic in both military strategic and contingency conditions and the commercial transportation community. Applies knowledge of federal agencies practices and commercial procedures to manage efficient and effective air terminal operations that meets customer's needs within a quality environment. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Overall knowledge of the Department of Defense Transportation System and AMC aerial port functions. Knowledge of transport aircraft and related load characteristics. Knowledge of hazardous and/or explosive cargo movement procedures and compatibility. Ability to read, comprehend, and use Air Force Instructions, DOD/DOT regulations and instructions, and other publications. Ability to recognize and deter events that can lead to aircraft departure delays and/or safety incidents and prevent them. Apply mathematical formulas and use a calculator. Working knowledge of Windows based computer programs and ability to use a Personal Computer (PC) Ability to effectively communicate orally and in writing. Ability to supervise others. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
