This position located in Capitol Reef National Park, over the Resource Management Division.

Duties

The incumbent serves as the Resources Management Chief for Capitol Reef National Park and is responsible for providing the overall direction and supervision for the management of day-to-day operations and resources management. Incumbent will be a key member of the management team with responsibility for a wide range of natural and cultural resources including the Fruita Historic district and its many orchards, in a highly visited park. Manages multi-disciplinary resource management program. Carries out program management duties by developing work plans and schedules, scopes of work, cost estimates, and proposals and/or grants to justify funding request and accomplish goals. Identifies research needs, prepares request for proposals or statements of work, and provides oversight for research projects. Develops and maintains effective working relations with staff, the public, partner agencies and related groups. Supervises permanent, seasonal, and temporary employees, as well as VIP's. AREA INFORMATION: Capitol Reef National Park is located in a remote part of south-central Utah, with the visitor center, park headquarters, and housing located in the Fremont River canyon, 11 miles east of Torrey, Utah (seasonal services only). Major shopping is located in Richfield (75 miles distant). Medical and dental services are available in Bicknell, Utah (20 miles distant) and groceries are available in Loa, Utah (30 miles distant). Park headquarters is at an elevation of 5500' with a climate typical of the Colorado Plateau high desert with hot summers and cold winters. The park was established as a Monument in 1937 and as a Park in 1971 to protect the 100-mile long Waterpocket Fold, a one-sided wrinkle or monocline in the earth's crust. Hiking, photography, star gazing, touring and backpacking are popular activities. Park interpretive themes focus on the complex 275 million year geologic record, rich natural history, Prehistoric Cultural features and Mormon pioneer history. The park is open year-round with the majority of activities and visitation occurring during the busy season from March to October.

Qualifications

All qualifications must be met by the closing date of this announcement-02/20/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. The position has a basic requirement. You must have the required education or equivalent experience to satisfy the basic requirement for this position. Additionally, applicants must meet the minimum qualification requirement for this series and grade to be considered qualified. You must meet one of the following Basic Qualifications to be considered for this position. You must meet this by the close of the announcement. This is an interdisciplinary position; therefore, applicants will be considered for a range of occupational fields (occupational series) based on qualifications and experience. Occupational series in which applications will be accepted are outlined below. General Archeology Series 0193(opm.gov) Applicants must have one of the following and submit documentation in their application on how they meet this requirement: 1. Degree: full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included 3 semester hours each in the following course areas: History of archeology; Archeology of a major geographical area such as North America or Africa; Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; Theory and methods of archeology (methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques); Archeological field school, provided a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; AND six semester hours of related course work in geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; AND Archeological field school. 2. Degree: full 4-year course of study in related curriculum obtained at an accredited college or university leading to a bachelor's or higher degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics); history; American studies, or a related discipline, provided the curriculum supplied academic course work sufficiently similar to the requirements stated above (including archeological field school). 3. Combination of education and experience: combination of education and experience that provided knowledge equivalent to that described in A above, plus appropriate additional education or technical experience to total 4 years. This combination must have demonstrated that you possess the knowledge, skills, and abilities required to perform the work of an archeologist comparable to that normally acquired through the successful completion of a full 4-year course of study. 4. Experience: four year of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher level archeologist be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. General Natural Resources Management and Biological Sciences Series 0401 (opm.gov) Applicants must have one of the following and submit documentation in their application on how they meet this requirement: 1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Or 2. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. General Physical Science Series, 1301 (opm.gov) Applicants must have one of the following and submit documentation in their application on how they meet this requirement: 1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or 2. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. AND To qualify for this position at the GS-12 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of a Resource Management Manager, and that is typically in or related to the work of the position to be filled. Examples of specialized experience may include but is not limited to: supervising or Managing a natural and cultural resource program; developing or refining solutions for habitat and public use management plans, identifying future data needs and planning projects for natural and cultural resources; integrating natural and cultural resource analysis, managing sensitive and complex issues, and natural and cultural resource compliance. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
