Duties

The primary purpose of this position is: to develop and implement aircraft maintenance work plans and schedules to ensure the effective and efficient accomplishment of required maintenance and coordination in support of unit operational flight scheduling. DUTY 1: Develops maintenance plans for assigned aircraft and associated equipment. Interprets design and/or production engineering data, standards of work processes, and master repair plans. DUTY 2: Implements maintenance plans through the development and publication of maintenance schedules to include scheduled and unscheduled repair actions, time-sensitive inspections or modifications, component time change replacement and aircraft or system inspections. DUTY 3: Develops preliminary operational schedules (utilization plans) and provides the Operations Group with an estimate of maintenance support capability to meet operational requirements. DUTY 4: Responsible for maintaining Data Documentation to include Aircraft Maintenance Historical Documentation, Aircraft Jacket Files, Aircraft Document Reviews. DUTY 5: Coordinates the implementation of the Time Compliance Technical Order (TCTO) Program, to include the application of individual TCTOs.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 52 weeks of specialized experience at the lower grade, GS-07, or equivalents. Specialized experience includes: skill with recurring manufacture, overhaul, or repair of products or projects using multiple-process production methods and procedures to develop plans and information necessary for the control of complex products such as airframes of fixed and rotary wing aircraft or a variety of complex and long-term facility repair and construction projects; experience and practical knowledge of the industrial activity, its staff and support operations, the purpose and capacities of the machines and equipment, the type and kind of labor required, a variety of material resources and their cost, to plan for an control the production cycle. OR EDUCATION: One full year of graduate level education in a field directly related that demonstrates the knowledge, skills and abilities to do the work of this position. OR COMBINATION OF BOTH EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirement is at least 100%. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to plan, schedule, and take corrective action to meet emergency and regular work load requirements. 2. Knowledge of assigned equipment. 3. Knowledge of and ability to interpret military aircraft and manufacturing terminology, technical orders, data, standards and instructions, and to relate them properly to the particular control projects assigned in preparing production plans and schedules and in maintaining effective follow-up. 4. Knowledge of maintenance organizational structures and skill in the distribution o f personnel to obtain a balance in workload. 5. Knowledge and skill of appropriate production/technical processes and material posture of maintenance work centers to assure continuing availability of material requirement. 6. Knowledge of aerospace systems, subsystems, components, and associated inspection, repair, modification, and supply processes. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience. This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency.
