The primary purpose of this position, SENIOR CONTRACT MANAGER, GS-1101-11/12, is to serve and assist as a Senior Contract Manager/analyst for contracts managed within the OO-ALC Contract Management Office (CMO).
Duties
Assess progress in assigned projects/programs including cost estimates, schedules, and performance supportability requirements by applying known methods and procedures.
Plan, organize, and coordinate activities of contract management, engineering, manufacturing, and program controls and data management.
Prepare and present staff studies to the group/squadron and other management officials.
Review and direct through reports and performance records, the progress of contractors in meeting contract objectives.
Advise Management, Group and Squadron POCs of significant actions or problems, and seek resolution.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
TARGETED POSITIONS: This position is a developmental (GS-11 Target GS-12) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-11). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
GS-11
SPECIALIZED EXPERIENCE : Applicants must have, or within 120 days of the closing date of this announcement will have, at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. An example of creditable specialized experience includes knowledge of the principles, policies, legal requirements, and practices of contract management to plan, organize, and manage critical aspects of the production of contracts/contractors.

EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed post master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D., if related and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts.
SPECIALIZED EXPERIENCE GS-12: Applicants must have, or within 120 days of the closing date of this announcement will have, at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes the ability to gather and analyze a variety of contract information, make sound judgments concerning contract progress, and effectively communicate recommendations orally and in writing to higher organizational management and contracting officer.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of laws, principles, policies, and practices of contract and program management.
Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.
Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the contract process and contract management.
Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: The work is mostly sedentary, although there may be some walking, bending, and climbing associated with on-site inspections.
WORK ENVIRONMENT: The work is primarily performed in an office setting. Some work may be performed at industrial and manufacturing facilities.
