You will serve as a SUPERVISORY INTERDISCIPLINARY ENGINEER/ARCHITECT in the Capital Improvements Division of NAVFAC SOUTHWEST.

Duties

You will function as a professional Supervisory Engineer/Architect performing duties as the QA / Community Management Director (QACMD) and a senior design engineer/architect for the Command You will work independently and take required action through their own initiative and foresight on all engineering and design programs, including Post Contract Award Services (PCAS), in the respective area of responsibility. You will regularly evaluate workload and critical project priorities and deadlines, and schedules and assigns manpower to accomplish all tasks assigned by higher authority. You will provide mentoring, guidance, counsel and instruction to individual employees on both technical and administrative matters. You will provide quality assurance for all work executed by the Design Production Division, by reviewing designs to determine their conformance with Navy and DoD technical guides, criteria and good construction practices.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a current valid United States driver license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineering Level III. Certification is required within 24 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

  • Registration as a professional engineer or architect is required. Registration must be in a U.S. state or U.S. territory.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Seeking and applying new theories, policies, codes, and developments to client requirements and problems; 2) Coordinating with high level DoD officials on program and financial management issues and decisions to facilitate the development of multi-million dollars of projects/programs for the accomplishment of the commands design program; 3) Assisting senior leadership in setting priorities, allocating resources, and focusing on achieving results of most importance to the organization; 4) Using techniques for accomplishing high quality work in-house or by contract, on time, within cost constraints, and to the client's satisfaction. 5) Reviewing designs prepared both in-house and by AE consultants to determine their conformance with Navy and Department of Defense technical guides, criteria and good construction practices; 6) Compiling and incorporating lessons learned that improve the efficiency and/or quality of processes and projects.
