About the Position: This position is located at 49th Medical Group, Holloman Air Force Base, New Mexico.
This is a Direct Hire Solicitation.
Duties
Use computer software programs to produce budget reports, plans, schedules and facilitate analyses of budget information.
Serve as a resources advisor/budget analyst conducting day-to-day control and management involving the formulation, execution, and/or analysis of budget and funding requirements.
Work with supervisors/managers in the utilization of resources, resolving problems, and determining funding/resource requirements.
Conduct budget formulation work involving review and preparation of budget estimates and financial plans.
Perform budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds.
Provide advice, assistance, and guidance on budgeting and related information such as types of funding available, budgetary change effects and status/use of funds.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position is designated as moderate risk involving Public Trust. Appointment is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.
- A Personnel Security Investigation is required.
- A one-year probationary period is required if the selectee has not previously met this requirement.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross or American Heart Association. Advanced certification (e.g., ALS) does not supersede BLS.
- This position may include shift work (evenings, weekends, holidays).
- This position may require the incumbent to work during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
- This position may require rotating shifts (i.e. work schedule that requires employees to continuously rotate from one shift to another at predetermined intervals).
- This position may require the incumbent to work on call during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
- This position may require the incumbent to work weekends and/or holidays.

Basic Requirements for a Budget Analyst:
Specialized Experience: One year of specialized experience which includes conducting budget formulation and execution to determine funding allocations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Management, Finance, or Accounting. (Note: You must attach a copy of your transcripts.)

Combination: Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
