This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Social Worker position is located at Fort Meade, Maryland.
Duties
Works under general supervision of the Family Advocacy Program (FAP) Manager.
Provides intervention services of an advanced nature through a home visitation model for active duty military personnel and their families, who have been assessed to be at risk for child maltreatment and/or domestic violence assessment.
Prepares case management plan and initiates appropriate prevention plans and referrals for therapy with family and others.
Develops primary prevention services to inform and educate installation leadership and the community.
Constructs and maintains statistical and narrative reports.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must possess a Master of Social Work Degree from a university accredited by the Council on Social Work Education.
- A current valid, unrestricted clinical license to practice social work independently is required; i.e., Licensed Clinical Social Worker (LCSW); Licensed Independent Clinical Social Worker (LICSW) and the highest level of Clinical Social Work license.
- Position is identified as having “regular contact with children.” In accordance with public law and DoDI 6400.05, a criminal background check must be completed.
- This position is designated as moderate risk involving Public Trust. Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.
- his position requires regular contact with children under the age 18 and a favorable determination of suitability to do so.
- This is a Term position scheduled not to exceed 6 years. A term position may be extended to a maximum of 8 years depending upon the needs of management.
- Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
Qualifications
Position may be filled as a temporary promotion or temporary reassignment NTE 6 years by a current permanent Army employee. Temporary promotions or reassignments may be extended to a maximum of 8 years and may be made permanent without further competition. A permanent Army employee selected for a time-limited promotion or reassignment to fill a temporary position must be returned to the position from which he/she was temporarily promoted, or to a different position of equivalent grade and pay.
Position may be filled as a term appointment NTE 6 years if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of 8 years.
This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour. You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.

Basic Requirement for Social Worker:
Degree: Master's degree (or higher degree) in social work from a school accredited by the Council on Social Work Education.
Licensure: This position requires you to possess a current valid, unrestricted clinical license to practice social work independently.
In addition to meeting the basic requirement and licensure above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes providing risk assessments for those involved in abuse or child maltreatment, providing case management services and providing counseling education to patients. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Social Worker.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
