This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13.
You will serve as an Accountant in the Comptroller Directorate, Property Accounting & Property Financial Improvement and Audit Remediation (FIAR) Branch (SEA 01E) of NAVAL SEA SYSTEMS COMMAND.
Duties
You will enter transactions in the Navy Enterprise Resource Planning (ERP) system for Naval Sea Systems Command's (NAVSEA) property/assets.
You will create new assets in ERP, retire assets that have reached the end of their service lives, capture and monitor the costs of assets under construction, and monitor and reconcile accumulated depreciation for NAVSEA's assets.
You will produce quarterly asset reporting to support the production of the Department of the Navy's (DON) financial statements.
You will ensure compliance with the Department of the Navy’s Financial Improvement Plan (DON FIP) and the Secretary of Defense’s Financial Improvement and Audit Remediation (OSD FIAR) efforts.
You will assist with FIAR strategy development and implementation of the plan for the achievement of auditable financial statements as required by the Chief Financial Officers’ Act of 1990, specifically for NAVSEA's Balance Sheet items.
You will identify, document and test internal controls for relevant balance sheet asset segments.
You will analyze budgetary and proprietary account balances, and identify and reconcile transactions or abnormal balances.
You will reconcile general ledger to subsidiaries for Balance Sheet Asset line items.
You will work with various Navy and Department of Defense FIAR teams, NAVSEA subject matter experts and external auditors on an ongoing
basis.
You will respond to questions, provided by client (PBC) requests and other FIAR-related taskers.
You will assist the Property Team Lead in developing financial business process documentation such as Process Cycle Memoranda (PCMs).

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-2 broadband level (GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional accountant applying a comprehensive knowledge of accounting practices to interpret complex financial and accounting data.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess
- A bachelor's or higher degree in accounting; or a bachelor's or higher degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. These 24 hours may include up to 6 hours of credit in business law; OR
- A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement outlined above, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors have determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meets the specified requirements.
