About the Position: As an Audit Compliance Specialist, you will be responsible for supporting a variety of audit assignments to prevent fraud, waste, abuse or illegal acts; AND make recommendations to improve operations and implement best business practices. This position is located at USSOUTHCOM in Miami, Florida.

Duties

Refines audit objectives, conducts surveys, gathers data, supports audit programs, identifies problem areas and makes recommendations through detailed reports. Conducts survey work, executes the audit program, and prepares working papers/documents results in accordance with Generally Accepted Government Auditing Standards (GAGAS) and within prescribed time frames. Makes recommendations to the solution of operational problems and implementation of new or changed regulations and procedures and analyzes automated systems. Develops draft and final audit reports in accordance with GAGAS and Agency policies. Use professional accounting and audit skills, maintains oversight of the implementation of appropriate laws, directives, and regulations pertaining to internal control programs and procedures. Identifies any potential weaknesses in internal controls for further study and documents results in accordance with Government Auditing Standards, DOD policies, and DA policies. Audits automated accounting and financial systems and identifies the need for changes for enhancing system’s capabilities regarding tracking and reporting financial events and operational data used by local management. Oversee the Management Internal Control Program (MICP), identifies and reports annual Assessable Units through risk identification and internal control tests for the prevention of fraud, waste, and abuse. Prepare and deliver training on FIAR, Audit Readiness, and MICP requirements ensuring command audit readiness and compliance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • This is a Financial Management Certification Level 2 position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • This position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. Failure to obtain this certification within the required time may subject the selectee to adverse action.
  • Eligible for Situational Telework ONLY, including Emergency and OPM prescribed "unscheduled telework."

The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: I have one year of specialized experience in the Federal service which includes experience performing audits by utilizing a variety of comprehensive knowledge of accounting and auditing theories, practices, techniques and standards; Supporting an agency audit program, gathering information and conducting surveys that uncover fraud, waste, abuse or illegal acts; AND participating in the planning and training to improve operations and implementation of best business practices for an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Audit Planning and ManagementConcepts, Policies, and Principles of AccountingTechnical CompetenceWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
