The Physical Therapy Supervisor is fully responsible for the administration and clinical management of the Physical Therapy program at the Black Hills Health Care System, including Fort Meade, Hot Springs, and Rapid City sites. The Physical Therapy Supervisor is responsible for the documented outcomes for care and services provided at the program level.

VA Careers - Physical Therapy: https://youtube.com/embed/Gi2hoFqIoqY Major duties include, but are not limited to, the following: Plans, integrates, supervises, and directs comprehensive Physical Therapy treatment programs for inpatients and outpatients, to include medical and surgical units, MICU, Community Living Centers, Mental Health, and all outpatient programming. Possess the knowledge, skills and abilities required in the delivery of Physical Therapy services to advance the Physical Therapy program at the facility. Has the full range of supervisory responsibility for Physical Therapy staff. This includes assignment of work performed, performance evaluation, awards recommendation and when appropriate, disciplinary action. Assist with administrative projects including strategic planning, performance improvement and coordination and training of interdisciplinary team members. Works closely with relevant professional chiefs to assure quality of care and proper monitoring and maintenance of profession-specific competencies. Planning work to be accomplished by subordinates, setting priorities, and preparing schedules for completion of work. Assigning work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments, and the capabilities of subordinates. Evaluating the performance of subordinates. Making recommendations for appointments, advancements, or reassignments of subordinates. Giving advice, counsel, or instruction to subordinate personnel on work and administrative matters. Hearing and resolving complaints of subordinates and Administration referring more serious complaints not resolved to higher level supervisors. Recommending and/or taking disciplinary action where appropriate. Identifying developmental and training needs of subordinates and providing or making provision for such development and training. Responsible for performance improvement, customer service/patient satisfaction, patient, and employee safety, interviewing applicants, employee relations, standards of care and practice, the work environment, and accreditation and regulatory standards. Patient Care: provide patient care that is compassionate, appropriate, and effective for the promotion of health, prevention of illness and treatment of disease. Medical/Clinical Knowledge: demonstrate knowledge of established and evolving biomedical, clinical, and social sciences, and the application of their knowledge to patient care and the education of others. Clinical Judgment: ensure practice-based learning and improvement, Physical Therapists are expected to be able to use scientific evidence and methods to investigate, evaluate, and improve patient care. Interpersonal & Communication Skills: demonstrate interpersonal and communication skills that enable them to establish and maintain professional relationships with patients, families, and other members of the health care team. Professionalism: demonstrate behaviors that reflect a commitment to continuous professional development, ethical practice, and understanding and sensitivity to diversity, and a responsible attitude toward their patients, their profession. Systems-Based Practice: demonstrate both an understanding of the contexts and systems in which health care is provided, and the ability to apply this knowledge to improve optimizing health care. Ethics: Provides leadership in identifying and addressing ethical issues that impact clients and staff, including initiating and participating in ethics consultations. Resource Utilization: Manages program resources (financial, human, material, or informational) to facilitate safe, effective, and efficient care. Education/Career Development: Implements an educational plan to meet changing program or service needs for self and others. Performance: Uses professional standards of care and practice to evaluate programs and/or service activities. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education and experience. The individual must meet at least one of the requirements below: (1) Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist. (2) Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist. (3) Doctorate degree in physical therapy. NOTE: Prior to 1995 the terminal degree for PT's was either a bachelors or master's degree. In 1995 CAPTE accredited all baccalaureate, master's, and Doctor of Physical Therapy terminal degree programs. Effective 2002, CAPTE changed its scope of accrediting activities of PT education programs to include only those programs that culminate in post-baccalaureate degrees(eliminating the baccalaureate degree). Effective 2015, professional physical therapy education programs have only offered the Doctor of Physical Therapy (DPT) degree to all new students.NOTE: Individuals must be a graduate of a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university. The CAPTE is the only accreditation agency recognized by the United States Department of Education (USDE) and the Council for Higher Education Accreditation (CHEA) to accredit entry-level physical therapy programs. Verification of accredited programs may be obtained from the American Physical Therapy Association (APTA) at www.apta.org. Foreign Graduates. Graduates of foreign physical therapy programs meet the requirements in subparagraph 3b if they have a full unrestricted and current license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. Licensure. Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. Non-licensed PTs, who otherwise meet the basic requirements in this standard, may be given a temporary appointment as a graduate PT at the GS-11 grade level under the authority of 38 U.S.C. 7405 (a)(1)(D) for a period not-to-exceed two years from the date of employment on the condition that such PT provide care only under the supervision of a PT who is licensed. Failure to obtain licensure during that period is justification for termination of the temporary appointment. English Language Proficiency. Individuals appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA must be proficient in written and spoken English. See Chapter 2, section D, paragraph 5a, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS- 13 Physical Therapist (Supervisory) Experience. In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-12 grade level. In addition, the candidate must demonstrate all the following KSAs. Demonstrated Knowledge, Skills, and Abilities Knowledge of contemporary physical therapy across multiple areas of practice, and the demonstrated ability to apply this knowledge to provide clinical guidance to Staff PTs within the department. Knowledge of human resources administration, including such functions as the ability to interview and select qualified applicants, monitor and evaluate performance, and maintain effective labor management relations within scope of responsibility. Ability to effectively supervise, direct, and manage a diverse physical therapy staff. Skill in forging positive interpersonal relationships and conflict resolution. Ability to analyze clinically appropriate data effectively to optimize quality, performance, and productivity within the section. Ability to set priorities, delegate tasks, and solve problems in order to meet multiple deadlines and identify/address organizational problems. Ability to manage advocacy roles and planning activities within the VA and the greater rehabilitation community. References: VA Handbook 5005 Part II Appendix G12. Preferred Experience: Previous supervisory experience The full performance level of this vacancy is GS 13.
