The VA Western New York Healthcare System is currently recruiting for one Program Support Assistant within Nursing Service. The Incumbent functions as the Program Support Assistant (PSA) to the Associate Director for Patient/Nursing Services and the Nurse Recruiter. Areas of responsibility include financial resources, personnel, administrative program management, data processing and reporting, procurement, word processing, and special work assignments as required.

Duties

Duties: Administrative Functions: Provide direct assistance to the Associate Director for Patient/Nursing Services and the Nurse Recruiter. Performs as the subject matter expert in matters involving the service's operation and management by creating, implementing, and updating spreadsheets directly related to nursing hires. The incumbent will focus on the administrative functions, such as word processing, excel spreadsheets. General Office Support: The incumbent acts as liaison to nurse managerial staff and nursing staff within the organization. The Program Support Assistant is the authority regarding procedures, reports requirements and other matters necessary to implement the Nursing Service's policies, directives and instructions. These policies include but are not limited to: Title 38 USC 7422, Nurse Professional Standards Board Policy NSG 1-008-16, Nursing Standards Policy NSG1-001-16, Dress Code Policy for Nursing Employees NSG1-006-15, and VATAS Timekeeping. The incumbent schedules appointments, coordinates meetings and/or schedules conferences in support of the ADPNS/Nurse Recruiter and assists with budgetary review of overtime for all nursing units by compilation of reports on overtime costs per unit and other breakdowns of budgetary costs as needed. The Program Support Assistant (PSA) coordinates all matters related to computer access for all areas of nursing including RNs, NPs, LPNs, nursing assistants, technicians, MSAs., etc. Submits all types of computer access requests including remote access requests accurately. The PSA is a telephone liaison for Nursing Service and enters all requests for cell phones, pagers, phone moves, directory changes, as well as requests for computer equipment acquisitions and equipment moves. Attends training sessions as needed. The incumbent provides guidance and administrative assistance with HR activities ensuring completion and coordination of requests for personnel action; performance appraisals and employee leave requests. The PSA will maintain electronic nursing folders for all current RNs containing all NPSB reviews and decisions including beginning all necessary paperwork to begin processing promotions and step increases. The incumbent will prepare packet on the employee including all necessary paperwork and documentation needed. The incumbent will prepare and process associated forms after the board has come back with their decision creating the Request for Personnel Action and associated paperwork needed. The PSA will also maintain an electronic board for all nursing staff that indicates: the unit worked, supervisor, title and the total number of nursing disciplines for each area. This information may change daily. Initiation of promotions and grade increases to be processed in MSS database. The incumbent will maintain a spreadsheet of all nursing employees and their dates to be reviewed by the NPSB sending out messages to the appropriate parties regarding dates for submissions of each component of the NPSB review. The PSA assists with the nursing recruitment process by scheduling interviews and arranging meetings. Acts the POC for recruitment inquiries made through the Nursing Recruitment Office and facilitates the application process between the HR staff and candidates. The PSA is back up for weekly Nursing Service meetings, completing the agenda, transcribing the minutes, posting, and distributing to appropriate personnel in the absence of the Administrative Officer and/or as needed. The incumbent orders administrative office supplies for the ADPNS and Nurse Recruitment department, submits electronic work orders for repairs and/or services and prepares key request forms. Timekeeping: Organizes, tracks, and monitors all nursing requests for leave as governed by union rules regarding solicitation for leave. Incumbent must be knowledgeable of these rules and provide guidance to nurse managers and assistant nurse managers. The PSA will serve as timekeeper for the administrative T&L's within Nursing Service ensuring that all nurses time and attendance is entered and charged correctly. The PSA serves as technical expert on nursing timekeeping to nurse managers, assistant nurse managers, nursing employees and other timekeepers. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/14/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: One (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of a Program Support Assistant at the full performance level (GS-6), and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-5) in the Federal service. Specialized experience is experience where you were responsible for providing administrative/clerical support; collecting, compiling and tracking data and information, timekeeping, processing documents and reports; establishing, updating and maintaining office files and records; performing automation duties using software applications such as word processing, spreadsheet, electronic mail, desktop publishing, calendar, database and/or graphics; answering telephones, scheduling meetings, and providing information. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. Physical Requirements: The work is mainly sedentary. However, there will be walking, bending, standing and carrying and lifting of light items such as packages and books, generally not more than 25 pounds.
