The Assistant Nurse Manager of the Utilization management teams in Nursing Acute Care is a full time
Registered Nurse who serves as a clinical expert, demonstrating leadership, experience, and creative
approaches to management of complex client care. The Assistant Nurse Manager ensures staff adheres
to established policies and procedures, standards of care and standards of practice.

The Assistant Nurse Manager of the Utilization management teams in Nursing Acute Care provides
leadership in improving nursing care and its administration as well as an environment where the values
and needs of individuals are respected.
Major duties and responsibilities include, but are not limited to:
Manages the administration and evaluation of nursing care, program implementation, personnel management and day to day operations for Utilization Review.
Manages the delivery of quality patient care, including appropriate documentation, employees clinical /performance competency and continuous National and V AP AHCS Performance Improvement Measures, consistent with V AP AHCS mission.
Oversees and monitors employee's adherence to VHA Privacy/ HIPAA and Information Security rules and regulations.
Responsible for direct coordination of staffing, physical facilities, supplies and equipment for
nursing services to patients on a 24-hour, 7 day a week basis in coordination with Manager.
Collaborates with Nurse Manager (NM) to maintain retention and recruitment of highly skilled nursing staff, monitoring changes in work flow, technical and equipment needs, and ensuring a workforce that can adapt to a rapidly changing environment.
Supports excellence in research, competency, evidence-based practice, training and education through ongoing competency for 100% of staff, meeting all deadlines as established by the Donna Wright competency cycle 90% of the time. Responsible for ensuring employees complete mandatory annual TMS by end of year cycle 85% of the time.
Acts as a representative of the PAVA UM program and active participant in meetings with the VISN Chief Nurse of Care Coordination??????
?Collaborates with the VISN Chief Nurse of Care Coordination regarding monthly, quarterly, and annual reports, action plans, IRR results and competency test results

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Grandfathering Provision. All persons employed in VHA in this occupational series and performing the duties as described in the qualification standard on the effective date of this qualification standard are considered to have met all qualification requirements for the grade held including positive education and licensure/certification. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it are subject to the provisions set forth in VA Handbook 5005, Part II, G6.
Preferred Experience:
MSN or Masters in related field with a BSN (If MSN obtained in a Bridge Program no BSN required)
Current National Certification in Case Management (RN-BC) or CCM (Certified Case Management)
Basic Life Support Provider Card issued by the American Heart Association (AHA) or Military Training Network (MTN)
Minimum of one (1) year of professional experience as a RN
Minimum of two (2) years successful RN experience consisting of case management utilization management experience.
Minimum of one (1) year of progressive leadership experience to include preceptor, mentor, and charge nurse duties
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.
Nurse I, Level I: Diploma or associate degree in nursing with no professional nursing experience.
Nurse I, Level II:
Diploma or associate degree in nursing and one year of specialized nursing experience equivalent to a Nurse I, Level I, OR
Bachelor's degree in nursing and no professional nursing experience.
Nurse I, Level III:
Diploma or associate degree in nursing and two years of professional nursing experience, one of which is a year of specialized nursing experience equivalent to Nurse I, Level II, OR
Bachelor's degree in nursing and one year of professional nursing experience equivalent to Nurse I, Level II, OR
Master's degree in nursing and no professional nursing experience, OR
Master's degree in a related field with a bachelor's degree in nursing with no professional nursing experience.
Nurse II:
Bachelor's degree in nursing and two years of professional nursing experience, one of which is a year of specialized nursing experience equivalent to Nurse I, Level III, OR
Master's degree in nursing with one year of specialized nursing experience equivalent to Nurse I, Level III, OR
Master's degree in a related field with a bachelor's degree in nursing with one year of specialized nursing experience equivalent to Nurse I, Level III, OR
Doctorate degree in nursing with no professional nursing experience, OR
Doctorate degree in a related field with a master's or bachelor's degree in nursing with no professional nursing experience.
Nurse III:
Master's degree in nursing with two years of specialized nursing experience, one of which is equivalent to Nurse II and meets all dimension requirements for Nurse III, OR
Master's degree in a related field with a bachelor's degree in nursing with two years of specialized nursing experience, one of which is equivalent to Nurse II and meets all dimension requirements for Nurse III, OR
Doctorate degree in nursing with one year of specialized nursing experience which is equivalent to Nurse II and meets all dimension requirements for Nurse III, OR
Doctorate degree in a related field with a master's or bachelor's degree in nursing with one year of specialized nursing experience equivalent to Nurse II and meets all dimension requirements for Nurse III.

Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment.
