You will serve as a WATERFRONT SPECIALIST in the Operations Department of PEARL HARBOR NSY AND IMF.
2024 Salary Ranges:
GS-09: $62,517 - $81,272
GS-11: $75,640 - $98,330
A Cost-of-Living-Allowance (COLA) of 8.90% will be added to the stated salary.
Duties
You will generate a database of inspections and actions progress which shall be accessible to all levels of shipyard management (Department Heads, Project Superintendents, Zone Managers, Supervisors, etc).
You will communicate directly with Project Superintendent/Manager, Operations Officer, Ship Force personnel, or other Shipyard managers.
You will Interface with and work alongside contractors, production personnel, military members, first and second line supervisors from a variety of trades and support codes.
You will coordinate with the project team, vendors, and process owners in conducting all phases of the work.
You will provide reports to project management teams on installation/upgrade/movement delays, including causes and estimated resolution dates.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating availability schedules and facility locations or capacity to coordinate the installation and upgrade of equipment (e.g. resource allocation, cost constraints, quality control, maintenance schedules) in support of waterfront activities.
For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing technical requirements for equipment, facility and service operations, to identify and remedy deficiencies in support of waterfront activities.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the GS-11:
Ph.D. or equivalent doctoral degree
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
