This position is with the Small Business Administration, GCBD-Area 6 with a duty station in either San Diego, CA or Honolulu, HI. Serves as the Procurement Center Representative (PCR) reviewing and coordinating procurement operations and actions of the federal procurement centers/installations to which assigned in an effort to aid, counsel, assist and protect the interest of small business.

Salary by location: This announcement reflects the GS base salary. The actual salary will be based on the selectee's location, grade and step.

- You must be a U.S. Citizen
- You must successfully complete a background investigation.
- You may be required to serve a one-year probationary period.
- The incumbent will be required to obtain and maintain a security clearance at the Secret level.
Qualifications
Basic Qualifications:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-12 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Transcripts must be included in your application.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver as noted under Paragraph D in the GS-1102 Contract Series qualification standard at www.opm.gov.
AND
Specialized Experience: One (1) year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector which demonstrates:
(1) The ability to work independently applying and interpreting knowledge of federal procurement small business laws, regulations, policies and procedures to support businesses for compliance with regulations pertaining to federal contracts or subcontracts; AND
(2) Reach conclusions that small businesses are eligible to compete for federal related contracts (i.e. contract development, supplier training, supplier development).This information must be clearly documented in the resume.

Selective Placement Factor: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.
This position requires that you possess a valid Level II Federal Acquisition Certification-Contracting (FAC-C) or FAC-C (Professional) or Level II Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification or DAWIA Professional.*You must provide transcript evidence of certification.
