This position is located in the U.S. Department of Labor (DOL), Mine Safety and Health Administration (MSHA), Enforcement Division, Vacaville District Office. This position assists the Administrative Officer (AO) in the administrative functions of the District, such as but not limited to: Employee Safety and Health, Labor Relations, Employee Relations, Benefits, Performance Management, Staffing, and personnel activities.
This position is outside the bargaining unit.
Duties
The responsibilities described are for the full performance level. At developmental grade level, assignments will be of more limited scope performed with less independence, and limited complexity.
Assists the Administrative Officer (AO) in the administrative functions of the District, such as but not limited to: Employee Safety and Health, Labor Relations, Employee Benefits, Performance Management, Staffing and personnel activities.
Provides personnel/staffing activity reports to the District Manager, Administrative Officer and headquarters. Maintains current personnel rosters with employment information. Maintains operating office personnel files for employees, correspondence files to meet MSHA, Departmental and OPM reporting requirements. Responsible for maintaining and updating various personnel documents and databases.
Assists in managing the personnel transactions and FTE associated with the staffing program throughout the district. Coordinates all personnel action requests and related material.
Instructs new employees on completion of forms; explains retirements and benefits.
Maintain the performance management system; reviews and coordinates the timely completion of performance standards and appraisals.
Assists the Administrative Officer in employee and labor relations activities, such as monitoring activities, researching and gathering policies and guidance.
Conduct program analysis to determine activity trends and compliance with program requirements. Advises management on potential problems.
Provides support services in the area of Worker's Compensation.
Maintains OSHA log for District; tracks eligibility of safety awards.
Maintains close surveillance of each compensation claim through medical reports and other informational sources. Maintains complete district documentation on each case. Maintains database and tracks cases.
Develops and explores the possibility of limited duty for claimants return to work from periodic rolls. Reviews periodic rolls to ensure cases are kept current; controverts and/or challenges those claims considered questionable.
Serves as an active member of the District's Accident Review Board; prepares and delivers presentations at meetings regarding injury/illness, etc.
Administers and manages the Fitness for Duty and pre-employment physical requirements.
Serves as the assistant to the Administrative Officer and acts for them in their absence.
Requirements

- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
To qualify for the GS-07 level:
Specialized Experience: Applicants must have at least 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-05 in the Federal Service. Specialized experience must include at least three (3) of the following:
Performing administrative functions related to human resources (examples may include staffing, performance management, labor relations, safety or health programs);
Handling confidential situations and/or information;
Researching information;
Preparing reports and/or maintaining records.
OR
Education: Completion of one (1) full year of graduate level education.
OR
Combination of Experience and Education: Equivalent combinations of education and experience listed above; the total percentage must equal at least 100%.
OR
Superior Academic Achievement: recognizes college or university bachelor's degree students who have achieved superior academic standing as evidenced by one of the three methods described below.
S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
2. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below.

OR
Education: Possess a Master's or equivalent graduate degree, or two (2) full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related.
OR
Combination of Experience and Education: Equivalent combinations of education and experience listed above; the total percentage must equal at least 100%.
