THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: G1, Hartford, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard.

Duties

This is an indefinite position that may convert to permanent without further competition. JOB SUMMARY: The purpose of this position is to provide technical expertise and guidance for all military personnel assigned in the State, and oversees the functions of one of the following human resource programs: Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), Personnel Systems, SIDPERS Interface Branch (SIB), or the Personnel Services Section. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: Serves as an advisor to commanders on assigned unit human resources (HR) program. Responsible for and oversees the direction of the EPM/OPM or Incentives program and functions as the technical expert. Responsible for and oversees the direction of SIDPERS and internal/external interfaces, and functions as the technical expert. Responsible for and oversees the direction of the Personnel Services Section and functions as the technical expert. Accomplishes and oversees the technical support work in the program area assigned with the assistance of subordinate employees which may be Active Guard Reserve (AGR), full time Technician, or civilian.

  • Must be able to obtain and maintain a secret security clearance.

Qualifications

GENERAL EXPERIENCE: Experience gained through military or civilian technical training schools, within the human resources business programs. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following: Experience demonstrating knowledge of National Guard missions, organizations, and personnel programs. Experience demonstrating knowledge of personnel programs gained in a classroom or as an on-the-job trainee. Experience demonstrating knowledge of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experience in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experience performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experience in operating a computer and using varied computer programs. KNOWLEDGE, SKILLS AND ABILITIES: Skilled in collecting and analyzing data effectively, efficiently, and accurately. Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication. Ability to write English in reports and presentation formats. Ability to communicate clearly and effectively. Skill in presenting formal training presentations and briefings. Ability to assess body language and perceive emotional and/or distress levels. Skill in applying procedures and directives by reading and interpreting program material. Knowledge of, and skill in applying, fundamental military human resource management principles and practices; and standardized analytical and evaluative methods and techniques in order to provide technical expertise and guidance as well as management advisory services to resolve factual and procedural issues within the particular area of assignment. Knowledge of applicable regulations relating to the field of military human resources management and the area of assignment. Knowledge of the organizational structure and requirements of the ARNG for that State suitable to provide advice to commanders, unit administrators, and military members concerning the area of program specialty. Ability to communicate effectively both orally and in writing, with individuals, supervisors, and management. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. MILITARY GRADE (Prior to Application): Enlisted: E-4 through E-7 UNIT OF ASSIGNMENT: Any unit within the state SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment.
