About the Position: This position is located in the Contracting Division with the US Army Corp of Engineers, New England District. Located in Concord, Massachusetts, this position is responsible for planning, directing and coordinating activites across New England, and supporting other Federal agency partners with their design and construction needs.

Duties

In this position, the incumbent is responsible for planning, directing, and coordinating the activities and operations required to contractually support the most complex and highest dollar value missions for the District. The incumbent will commit the Government in the capacity of a designated Contracting Officer within prescribed authority. Provide technical advice and assistance with long-range and day-to-day planning, review of work for junior contract specialists. The incumbent has responsibility for accomplishing the District’s military, civil works and international/interagency support mission at various locations. Work with high degree of independence providing guidance to Project Delivery Teams (PDTs) involved in major acquisitions for Construction, Architect-Engineer and Environmental Services as well as general supplies and services. Perform cost and price analysis for all negotiations to determine fair and reasonableness of price. Determine the type of contract best suited to the requirement, developed by special clauses and terms and conditions applicable to this solicitation.

Updated requirements are stated below: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degree. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD occupied a GS-1102 position or contracting position with authority to award or administer contracts above the simplified acquisition threshold in any Executive Department on or before September 30, 2000. OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 series on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Experience Required: GS-13 Specialized Experience: One year of specialized experience includes meeting THREE OF THE FOLLOWING: 1) Conduct contract negotiations and/or establish negotiation objectives; 2) assist in the establishment of contracts for services such as: Construction, Architect-Engineer, Environmental, and/or general supplies and services; 3) provide technical procurement and/or contract administration guidance to personnel; 4) prepare contracts and/or task orders utilizing primarily negotiated source selection procedures; and 5) develop acquisition strategies such as: pre-award and/or award activities to contract administration and/or close-outs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Contract Performance ManagementContracting/ProcurementPreparation and Negotiation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????12).
