About the Position: The purpose of the position is to serve as a Contract Specialist with the Army Contracting Command located at Redstone Arsenal, Alabama, within the Aviation Directorate, Blackhawk & Propulsion (ATE) DIV, Production & Fielding Branch.

Duties

Review procurement work directives and procurement data packages for regulatory compliances. Determine contractor adherence to financial, production and delivery requirements; submission of periodic technical and progress reports, and responsibility regarding timely delivery; loss, destruction/damage to Government property. Establish necessary administrative controls and procedures to ensure contract compliance. Negotiate changes in the terms of the contract to include specifications, delivery schedules, payment, and shipping points. Procure draft solicitation documents, prepares and releases automated contract writing systems documents, and prepares/reviews and posts pre-award synopses.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Certification or Contracting Professional within 36 months of entrance on duty.
  • Must file a Financial Disclosure Statement, OGE, Form 450, upon entry onto the position and annually thereafter.
  • Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: One year of specialized experience which includes:1) Performing all aspects of the procurement cycle such as formal advertising, evaluating proposals, contract negotiations, execution, and administration of supplies, equipment, services, construction and/or special assigned programs; 2) Performing pre-award and post award procedures to plan and conduct the contracting process; AND 3) Developing procurement packages to meet the needs of the agency. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education cannot be substituted for experience.
