The primary purpose of this position is to serve as a Contract Price/Cost Analyst whose duties involve performing the full range of contract price/cost analysis functions on complex high dollar enterprise wide strategic sourcing sole source and competitive acquisitions.

Duties

1. Performs the full range of contract price/cost analysis and negotiation functions on complex high dollar enterprise-wide strategic sourcing sole source and competitive acquisitions. 2.Develops and negotiates complex contractual pricing arrangements and incentives. 3.Presents the Air Force pricing objective to senior Air Force management for the review and approval to proceed with negotiations. 4. Participates on special projects designed to. improve the overall effectiveness of pricing skills and knowledge of contracting personnel.

  • Incumbent is considered a Procurement Official IAW, the procurement integrity provision contained in Section 27 of the Office of Federal Procurement Act (41 US Code 423 ).
  • The employee must meet the requirements of Section 808 of the National Defense Authorization Act for Fiscal Year 2001.
  • This position meets the professional exemption criteria for the Fair Labor Standards Act (5 CFR 551.207)

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, DoD Instruction (DoDI) 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: GS-13 BASIC EDUCATION QUALIFICATION REQUIREMENTS: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate. NOTE: YOU MUST SUBMIT COPIES OF OFFICIAL COLLEGE TRANSCRIPTS. OR A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the Simplified Acquisition Threshold (SAT) on or before 30 September 2000; 2) served in an 1102 position or as a Service member in a similar occupational specialty on or before September 30, 2000; OR, (3) is an enlisted member of the Contingency Contracting Force (CCF). This exemption only applies to CCF members in their current or future CCF positions. The baccalaureate degree exemption does not apply to current CCF members seeking new hire employment within DoD as an 1102. or (4) is described in subsection (e)(1)(B) of 10 USC 1724. NOTE: MUST SUBMIT TRANSCRIPTS WITH APPLICATION. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Specialized experience includes I meet the mandated bachelor's degree and at least 24 hours in business-related courses credentialing standards AND I have, or will have within 120 days of closing of this announcement, 1 year of specialized experience at the next lower grade level (GS-12) in dealing with problems arising during the pre-award or post-award phases of the procurement action; independently plan and carry out the work, selecting the approaches and techniques to be used; recommend or develop new guides or procedures when problems reveal that guidelines are lacking or inadequate; independently determine actions to be taken on assigned contracts; use judgment in interpreting guidelines, in adapting procurement procedures to specific situations, and in recommending solutions to problems encountered. NOTE: You must submit copies of your official transcripts. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of government, agency, and guidelines and business practices guidelines statutes, regulations, policies. and procedures pertaining to procurement procedures. 2. Expert knowledge and use of a broad range of cost price and cost analysis techniques, methods, and complex pricing arrangements for pre-award and/or post-award contractual actions. 3. Knowledge of private industry business practices and market condition::; applicable to pricing and cost analysis for acquisition of highly specialized enterprise-wide commodities and services in a strategic sourcing environment. 4. Knowledge of contracting methods and contract types, including competitive sourcing contracting processes und procedures. 5. Ability to recognize and analyze issues, conduct research, summarize results, provide al!ermnives, and make appropriate decisions or recommendations toward goal accomplishment and; set priorities, establish goals, and assess progress toward their rn.:hievement for completion of multiple assignments based on the needs of !he organization and their customers. 6. Ability to establish effective working relationships with others and advise, mentor, and guide, group of employees and program officials on a myrit1d of requirements, programmatic, procurement and/or contract-related matters. 7. Abili.ly to communicate effectively orally und in writing, dearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
