Duties
Conducts financial, economic and/or accounting analysis to make decisions or provide information to decision makers to better utilize resources and improve mission effectiveness.
Applies fiscal law, policies, regulations, principles, standards, and procedures to financial management activities.
Analyzes, evaluates, and reviews budget and program issues, financial data, and reports using business tools and applications, cost and economic analysis, and performance metrics to provide recommendations.
Utilizes integrated federal financial management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity.
Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.
Requirements

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- This is a Level 2 Financial Management certified position.
- This position is covered by the Administrative Careers with America (ACWA) assessment in accordance with 5 CFR part 300.
Qualifications
Time in Grade:
For entry at the GS-07 level, status applicants must have served 52 weeks as a GS-05 or higher grade in the Federal Service.
For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service.
For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service.
Specialized Experience:
For the GS-07, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-05 grade level in the Federal service, or comparable in difficulty and responsibility to GS-05 if outside the Federal service.
Specialized experience at the GS-07 level is defined as experience analyzing and researching financial data and reconciling hard copy documents to accounting reports.
For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service.
Specialized experience at the GS-09 level is defined as experience analyzing and researching financial data and reconciling hard copy documents to accounting reports; and experience providing professional and technical advice to Division and Branch Chiefs and other agency officials on accounting and financial management policies and procedures.
For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service.
Specialized experience at the GS-11 level is defined as experience analyzing and researching financial data and reconciling hard copy documents to accounting reports; experience providing professional and technical advice to Division and Branch Chiefs and other agency officials on accounting and financial management policies and procedures; and experience interpreting and analyzing financial and accounting reports, statements, and other data reflecting the interrelationships between accounting and logistics.

Education
Substitution of education for the specialized experience requirement at the GS-07 grade level: Bachelor's degree with Superior Academic Achievement or 1 academic year of graduate education (or law school, as specified in qualification standards or individual occupational requirements). Superior Academic Achievement: S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-09 LEVEL: Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
